전남광주통합특별시가 해남 우수영~장산도 항로를 비롯한 주요 섬 여객선 운임의 절반을 지원하면서 섬 관광객들의 교통비 부담이 크게 줄어들 전망이다.
전남광주통합특별시는 사업비 52억원을 확보해 ‘일반인 섬 여객선 반값 운임지원 사업’을 기존 4개 시군 7개 항로 19개 섬에서 6개 시군 15개 항로 34개 섬으로 확대한다고 밝혔다.
이번 사업은 2026여수세계섬박람회를 계기로 국내외 관광객의 섬 방문을 늘리고 여수뿐만 아니라 해남과 고흥, 완도, 신안, 진도 등 전남광주권 주요 섬으로 관광객을 분산시켜 지역 관광 활성화 효과를 극대화하기 위한 것이다.
‘일반인 섬 여객선 반값 운임지원 사업’은 전남광주권 섬을 찾는 일반 관광객에게 여객선 운임의 50%를 지원하는 제도다.
관광객의 섬 여행 비용 부담을 낮춰 접근성을 개선하고, 관광객 증가에 따른 숙박·음식·체험 등 섬 지역 관광소득과 지역경제 활성화를 위해 2022년부터 시행되고 있다.
특히 해남에서는 우수영~장산도 항로가 지원 대상에 포함됐다.
이에 따라 해남 우수영항을 이용해 섬을 찾는 관광객들의 여객선 이용 부담이 줄어들면서 우수영 관광지와 인근 섬을 연계한 체류형 관광 활성화에도 도움이 될 것으로 기대된다.
박람회 개최지인 여수지역은 지원 항로가 대폭 확대된다.
여수~거문도, 돌산읍~금오도, 백야도~금오도, 백야도~낭도, 여수~연도 등의 항로가 지원 대상에 포함돼 박람회 관람과 섬 여행을 함께 즐길 수 있도록 했다.
이와 함께 고흥~거문도, 목포~가거도, 해남 우수영~장산도, 진도~관매도, 조도~진도 등을 포함해 모두 15개 항로의 여객선 운임 절반을 지원한다.
전남광주통합특별시는 이번 지원 확대를 통해 관광객들이 상대적으로 접근하기 어려웠던 섬을 보다 부담 없이 방문하면서 단순 당일 관광을 넘어 숙박과 음식, 체험, 특산품 구매 등으로 관광 소비가 확대될 것으로 기대하고 있다.
특히 해남의 경우 우수영 관광권과 섬 관광을 연계할 수 있다는 점에서 새로운 관광수요 창출 여부도 주목된다.
다만 반값 지원 대상은 여객선 승객 운임에 한정된다.
터미널 이용료와 승용차 등 차량 운임은 지원 대상에서 제외된다.
또 시군별 예산과 현지 여건에 따라 주말과 공휴일, 평일 등 실제 반값 운임이 적용되는 시기가 다를 수 있어 여행객들은 출발 전 해당 시군에 지원 여부를 확인해야 한다.

전남광주통합특별시는 여객선 반값 지원과 함께 박람회 기간 여수 박람회장 주변의 육상교통 정체를 줄이기 위한 해상교통 대책도 추진한다.
사업비 6억원을 투입해 요트와 유람선을 대체 교통수단으로 활용하는 ‘섬박람회 반값 요트투어’를 운영할 계획이다.
박람회 관람객들이 차량에만 의존하지 않고 바다를 통해 이동하면서 여수의 섬과 해양경관을 함께 즐길 수 있도록 한다는 구상이다.
박근식 전남광주통합특별시 해운항만과장은 “2026여수세계섬박람회는 전남광주권의 아름다운 섬과 해양관광 자원을 국내외에 알리는 중요한 기회”라며 “여객선 반값 운임 지원을 통해 박람회 관람객이 여수는 물론 전남광주권 곳곳의 섬을 직접 방문하고 체험하도록 해 섬 관광 활성화로 이어지도록 하겠다.”고 말했다.
이번 사업이 단순한 교통비 지원을 넘어 실제 섬 체류시간과 관광소비 증가로 이어질지가 관건이다.
특히 해남은 우수영항과 명량대첩 관련 역사관광 자원을 보유하고 있는 만큼 우수영~장산도 반값 여객선 지원을 주변 관광지와 연계해 관광객이 머무르고 소비하는 체류형 관광상품으로 발전시키는 전략이 필요해 보인다.

The Jeonnam-Gwangju Special Metropolitan Government is expanding its half-price ferry fare subsidy program to include the Usuyeong–Jangsando route in Haenam, significantly reducing transportation costs for tourists traveling to islands across the region.
The government said it has secured KRW 5.2 billion for its “Half-Price Island Ferry Fare Support Program for General Travelers,” expanding the program from seven routes serving 19 islands in four cities and counties to 15 routes serving 34 islands across six municipalities.
The expansion is aimed at encouraging domestic and international tourists to visit the region’s islands during the 2026 Yeosu World Island Expo and extending the economic benefits of the event beyond Yeosu to major island destinations in Haenam, Goheung, Wando, Sinan and Jindo.
The program provides general tourists visiting islands in the Jeonnam-Gwangju region with a subsidy covering 50% of passenger ferry fares.
Launched in 2022, the initiative is designed to reduce the financial burden of island travel, improve accessibility and stimulate local economies by increasing tourism-related spending on accommodation, food, activities and other services.
In Haenam, the Usuyeong–Jangsando ferry route has been added to the subsidy program.
The measure is expected to lower ferry costs for tourists departing from Usuyeong Port and help promote longer stays by connecting the Usuyeong tourism area with nearby island destinations.
Support has also been significantly expanded in Yeosu, the host city of the 2026 World Island Expo.
Eligible routes in Yeosu include Yeosu–Geomundo, Dolsan-eup–Geumodo, Baekyado–Geumodo, Baekyado–Nangdo and Yeosu–Yeondo, allowing visitors to combine their Expo experience with trips to nearby islands.
Other eligible services include Goheung–Geomundo, Mokpo–Gageodo, Haenam Usuyeong–Jangsando, Jindo–Gwanmaedo and Jodo–Jindo. In total, passenger fares on 15 ferry routes will be subsidized by 50%.
The Jeonnam-Gwangju Special Metropolitan Government expects the expanded program to make the region’s more remote islands easier and more affordable to visit.
Officials also anticipate that increased visitor numbers will encourage tourists to stay longer rather than make only day trips, spreading tourism spending across accommodation, restaurants, local experiences and purchases of regional specialties.
For Haenam in particular, the subsidy could create new tourism demand by connecting the Usuyeong tourism area with nearby island destinations.
However, the subsidy applies only to passenger ferry fares.
Terminal fees and vehicle transportation charges, including fares for passenger cars, are not covered.
The days on which the subsidy is available may also vary depending on local conditions and municipal budgets, including differences between weekdays, weekends and public holidays. Travelers are therefore advised to check with the relevant local government before departure.

Alongside the half-price ferry program, the Jeonnam-Gwangju Special Metropolitan Government is also preparing alternative maritime transportation to ease road congestion around the Yeosu World Island Expo site.
A further KRW 600 million will be invested in a “Half-Price Yacht Tour for the Island Expo,” using yachts and cruise vessels as alternative transportation during the event.
The initiative is intended to allow Expo visitors to travel conveniently by sea while enjoying Yeosu’s islands and coastal scenery rather than relying solely on road transportation.
“The 2026 Yeosu World Island Expo will be an important opportunity to introduce the beautiful islands and marine tourism resources of the Jeonnam-Gwangju region to domestic and international visitors,” said Park Geun-sik, head of the Maritime Transport and Port Division of the Jeonnam-Gwangju Special Metropolitan Government.
“Through the half-price ferry fare program, we hope Expo visitors will travel beyond Yeosu and directly experience islands throughout the Jeonnam-Gwangju region, ultimately contributing to the revitalization of island tourism,” Park said.
The key question will be whether the subsidy can go beyond simply reducing transportation costs and lead to longer stays and increased tourism spending on the islands.
Haenam, in particular, has tourism assets centered around Usuyeong Port and the historic Battle of Myeongnyang. Developing tourism packages that connect these attractions with the subsidized Usuyeong–Jangsando ferry route could help transform increased island accessibility into longer visitor stays and greater spending within the local economy.
