전남광주통합특별시해남교육지원청(교육장 조연주)이 지역 유관기관과 손잡고 학생 한 명 한 명의 복합적 어려움을 해결하기 위한 통합지원 체계 구축에 본격 나섰다.
학교의 경계를 넘어 지자체와 경찰, 보건, 상담, 돌봄 등 지역사회의 모든 자원을 연결해 위기 학생을 촘촘하게 돕겠다는 취지다.
해남교육지원청은 지난 25일 교육청 2층 소회의실에서 해남군청, 해남경찰서, 해남군보건소, 해남군가족센터, 청소년상담복지센터 등 관계자들이 참석한 가운데 ‘학생맞춤통합지원 통합사례관리협의체’ 1차 협의회를 개최했다고 밝혔다.
이날 협의회에서는 복합적인 위기에 처한 실제 학생 사례들을 중심으로 다각적인 지원 방안이 논의됐다. 특히 건강 문제와 경제적 수렁에 동시에 빠진 학생, 지속적인 치료가 필수적인 특수교육대상 학생, 돌봄 공백과 주거·위생환경 취약으로 고통받는 학생들의 사례가 집중적으로 다뤄졌다.
참석 기관들은 일방적인 지원에서 벗어나 의료비·치료비 지원부터 발달재활서비스, 상담·정서 지원, 돌봄 및 생활안전 보장까지 학생의 개별 상황에 맞춘 다기관 협업 인프라를 가동하기로 뜻을 모았다.
통합사례관리협의체는 향후 월 1회 정기 운영을 원칙으로 하되, 고위기 학생 발생이나 긴급 사안이 있을 경우 수시 협의회를 소집할 방침이다. 또한 기관별 지원 결과를 지속적으로 공유하며 지원의 사각지대나 중복 지원을 방지하는 사후관리도 대폭 강화한다.
조연주 해남교육지원청 교육장은 “학생들이 마주한 위기는 교육적 접근 하나만으로는 해결하기 어려운 복합적인 경우가 많다.”며 “학교와 지역 유관기관이 전문성을 모아 필요한 지원을 제때 연결함으로써, 지역사회 전체가 아이들의 온전한 성장을 돕는 통합지원 체계를 공고히 하겠다.”고 강조했다.

Haenam Education Support Office Strengthens ‘Integrated Support for Students in Crisis’ Through Inter-Agency Cooperation- Connecting Agency Expertise with Community Resources to Build a Student-Centered Integrated Support System- Tailored Support for Students Facing Complex Crises: Establishing a Tight Net Comprising Medical Care, Welfare, and Living Environments[Haenam = Haenam News] haenamnews@kakao.comThe Haenam Education Support Office of the Jeonnam-Gwangju Unified Metropolitan City (Superintendent Yeon-ju Cho) has launched a comprehensive integrated support system in partnership with local agencies to address the multifaceted challenges faced by individual students. The initiative aims to move beyond school boundaries by connecting all available community resources—including local governments, police, healthcare, counseling, and childcare services—to provide a meticulous safety net for vulnerable students.On the 25th, the Haenam Education Support Office announced that it held the first meeting of the 'Integrated Case Management Council for Customized Student Support' in the office's second-floor conference room. The meeting was attended by representatives from various organizations, including the Haenam County Office, Haenam Police Station, Haenam County Public Health Center, Haenam County Family Center, and the Youth Counseling and Welfare Center.The council focused its discussions on practical support measures based on real-world cases of students facing complex crises. In particular, the participants closely examined cases involving students suffering from simultaneous health and financial hardships, students with special education needs requiring ongoing medical treatment, and those suffering from gaps in childcare combined with poor housing and sanitation conditions.Moving away from one-sided aid, the participating agencies agreed to activate a multi-agency collaborative infrastructure. This will deliver customized solutions tailored to each student’s unique situation, covering medical and treatment expense coverage, developmental rehabilitation services, psychological and emotional counseling, childcare, and basic livelihood safety.The Integrated Case Management Council plans to operate on a regular monthly schedule, with emergency meetings convened immediately whenever high-risk student cases or urgent situations arise. Furthermore, the council will drastically strengthen follow-up management by continuously sharing the results of each agency's support to eliminate blind spots and prevent any duplication of services."The crises our students face are often complex and difficult to resolve through educational approaches alone," said Yeon-ju Cho, Superintendent of the Haenam Education Support Office. "By pooling the expertise of schools and local agencies to connect necessary assistance at the right time, we will solidify an integrated support system where the entire community works together to foster the healthy growth of our children."
