소방·산림당국과 연합뉴스 보도를 종합하면 지난 8월 9일 오후 2시 2분께 해남군 송지면 어란진항 인근 야산에서 불이 났다는 신고가 접수됐다.

소방당국은 항구 주변에서 어구를 태우던 중 불씨가 인근 풀과 나무로 옮겨붙어 야산으로 확산한 것으로 보고 있다.
불은 신고 접수 2시간 51분 만인 이날 오후 4시 53분께 완전히 진화됐다. 화재로 인한 인명피해는 발생하지 않았다.

소방당국과 해남군은 최초 어구 소각 장소와 산림 사이의 거리, 당시 바람의 방향과 세기, 소화장비 준비 여부 등을 확인하는 한편 어구를 태운 사람의 신원과 정확한 발화 경위를 조사하고 있다.

어구에는 밧줄과 그물, 부표 등 합성수지 재질이 포함될 가능성이 있어 소각 과정에서 산불뿐만 아니라 유해물질과 다량의 연기가 발생할 수 있다. 이에 따라 폐어구를 적법한 절차에 따라 처리했는지, 폐기물 불법소각에 해당하는지도 함께 확인할 필요가 있다.
같은 날 오후 1시 30분께에는 해남군 황산면 연당리 산 5-1 일원 야산에서도 불이 났다.

소방당국은 “대나무를 태우던 중 불이 산으로 번졌다”는 신고를 받고 산림당국에 공동 대응을 요청했다.
산림당국은 진화헬기 1대와 진화차량 10대, 진화인력 102명을 현장에 투입했다. 화재 발생 약 1시간 만인 오후 2시 30분께 주불을 잡았으며, 잔불 정리를 거쳐 오후 3시 2분께 완전히 진화했다.

연당리 산불에서도 인명피해는 발생하지 않았다.
산림당국은 산불전문조사반을 투입해 최초 발화 지점과 산불 진행 방향, 산림 소실 범위, 수목 피해와 재산피해 등을 조사할 방침이다.
산림청 발표를 인용한 보도에 따르면 연당리 산불의 정확한 피해면적과 재산피해는 현장조사를 거쳐 확정될 예정이다.

송지면 어란진항과 황산면 연당리에서 발생한 두 산불의 산림 피해면적은 현재까지 공식적으로 확인되지 않았다. 따라서 현 단계에서는 피해면적을 임의로 추산하거나 특정 수치로 단정해서는 안 된다.

해남군은 현장 측량과 산불조사가 끝나는 대로 화재별 산림 피해면적과 수목 피해, 재산피해, 진화에 투입된 인력·장비와 비용 등을 구체적으로 공개해야 한다.

특히 두 화재가 불과 30여 분 간격으로 발생했다는 점에서 산림 인접지역 소각행위에 대한 감시와 예방 활동이 제대로 이뤄졌는지도 점검해야 한다.

산림당국은 작은 불씨라도 바람을 타고 산림으로 옮겨붙으면 대형 산불로 번질 수 있다며 쓰레기와 영농부산물, 폐어구 등을 함부로 태우지 말 것을 당부했다.

산불 원인 행위자는 고의가 아니더라도 관계 법령에 따라 형사처벌과 산림복구비·진화비용 등 민사상 책임을 질 수 있다.

이번 화재는 인명피해 없이 진화됐지만, 항구와 농촌지역에서 관행적으로 이뤄지는 각종 소각행위가 산림과 주민의 생명을 위협할 수 있다는 사실을 다시 보여줬다.

Two wildfires broke out in Haenam County, Jeonnam-Gwangju Integrated Special Metropolitan City, apparently after flames from burning fishing gear and bamboo spread to nearby hillsides.
Both fires were extinguished without casualties. However, thorough investigations and a clear determination of responsibility are needed because burning activities near dry forest areas could have developed into major wildfires.
According to firefighting and forestry authorities and local media reports, a wildfire was reported near Eoranjin Port in Songji-myeon, Haenam County, at approximately 2:02 p.m. on August 9.
Fire officials believe that the blaze began when sparks or flames from fishing gear being burned near the port spread to nearby grass, trees and the surrounding hillside.
The fire was completely extinguished at approximately 4:53 p.m., 2 hours and 51 minutes after the report was received. No casualties were reported.
Fire authorities and Haenam County are investigating the distance between the initial burning site and the forest, the direction and strength of the wind at the time, whether firefighting equipment had been prepared and the identity of the person who burned the fishing gear.
Fishing gear can contain synthetic materials such as ropes, nets and buoys. Burning such materials can cause not only wildfires but also harmful emissions and large amounts of smoke. Authorities therefore need to determine whether the discarded fishing gear was handled through lawful disposal procedures and whether its burning constituted illegal waste incineration.
Earlier that day, at approximately 1:30 p.m., another wildfire broke out around San 5-1, Yeondang-ri, Hwangsan-myeon, Haenam County.
Fire authorities requested a joint response from forestry officials after receiving a report that flames had spread to the mountain while bamboo was being burned.
Forestry authorities deployed one firefighting helicopter, 10 vehicles and 102 personnel to the scene. The main blaze was contained at approximately 2:30 p.m., about one hour after the fire began, and the remaining flames were fully extinguished at approximately 3:02 p.m.
No casualties were reported in the Yeondang-ri fire.
Forestry authorities plan to deploy a specialized wildfire investigation team to determine the exact point of origin, the direction in which the fire spread, the affected forest area and the extent of tree and property damage.
According to reports citing the Korea Forest Service, the exact area affected by the Yeondang-ri wildfire and the total property damage will be confirmed through an on-site investigation.
The damaged forest areas from the fires near Eoranjin Port in Songji-myeon and Yeondang-ri in Hwangsan-myeon have not yet been officially confirmed. The affected areas should therefore not be estimated or presented as confirmed figures until the investigations are completed.
Once on-site measurements and wildfire investigations have been concluded, Haenam County should disclose the damaged forest area, tree losses, property damage, firefighting personnel and equipment deployed and the cost of extinguishing each fire.
Authorities should also examine whether adequate monitoring and preventive measures were in place for burning activities near forested areas, particularly because the two fires occurred only about 30 minutes apart.
Forestry officials warned that even a small ember can be carried by the wind and develop into a major wildfire. They urged residents not to burn waste, agricultural by-products, discarded fishing gear or other materials without authorization.
Even when a wildfire is not started intentionally, the person responsible may face criminal penalties under applicable laws and may also be held financially liable for forest restoration and firefighting costs.
Although the two fires were extinguished without casualties, the incidents once again demonstrate that customary burning practices around ports and rural communities can threaten forests, property and human lives.
