전라남도가 한우농가의 가장 큰 애로사항 중 하나인 노동 공백 문제를 해소하기 위해 ‘한우농가 삶의 질 향상 시범 지원사업’을 추진한다.

한우농가는 가축 사양관리와 축사 관리가 매일 이뤄져야 하는 특성상 하루도 농장을 비우기 어려운 실정이다. 갑작스러운 질병으로 병원에 입원하거나 가족 행사, 경조사 등이 발생해도 축사를 지켜야 하는 경우가 많아 농가들의 부담이 컸다.

이에 전남도는 농가가 불가피하게 자리를 비워야 할 경우 전문 대체인력을 지원해 사료 급여, 축사 관리, 질병 예찰 등 주요 업무를 대신 수행하도록 하는 ‘한우농가 삶의 질 향상 시범 지원사업’을 마련했다.

지원 대상은 축산업 허가 또는 등록을 받은 한우농가이며, 연간 최대 10일까지 이용할 수 있다.
결혼, 장례, 입원, 교육 참석, 농번기 등 다양한 상황에서 활용할 수 있어 농가의 삶의 질 향상에 실질적인 도움이 될 것으로 기대된다.

특히 대체인력 인건비의 50%를 보조 지원해 농가의 경제적 부담을 줄이고, 사육 규모에 따라 지원 단가를 차등 적용해 형평성도 높였다.
다만 상시 고용근로자를 2명 이상 보유한 농가는 지원 대상에서 제외된다.

현장의 한 축산농가는 “아파도 축사를 비울 수 없어 참고 일해야 했는데 이제는 마음 놓고 병원에 다녀올 수 있을 것 같다”며 “농가를 위한 꼭 필요한 정책”이라고 기대감을 나타냈다.

김성진 전라남도 축산정책과장은 “한우농가는 매일 축사를 관리해야 하는 특성상 휴식이 쉽지 않은 직업군”이라며 “농가가 사람답게 쉬고 안정적으로 축산업을 이어갈 수 있도록 현장 체감형 지원정책을 지속적으로 확대하겠다.”고 말했다.

한편 사업 신청과 세부 지원 기준은 각 시·군 축산부서를 통해 확인할 수 있다.

Jeollanam-do Province is launching the “Hanwoo Farmer Quality of Life Improvement Pilot Support Program” to address labor shortages, one of the most significant challenges faced by Hanwoo cattle farmers.
Due to the nature of livestock farming, which requires daily feeding and constant management of cattle sheds, Hanwoo farmers often find it difficult to leave their farms even for a single day. Unexpected situations such as hospitalization, family events, or funerals frequently create hardships because farmers must continue caring for their livestock.
To alleviate this burden, the provincial government will provide trained substitute workers who can take over essential farm duties, including feeding cattle, managing livestock facilities, and monitoring animal health whenever farmers are unavoidably absent.
The program is available to Hanwoo farms that hold livestock business permits or registrations and provides support for up to 10 days per year.
The service can be utilized for various situations, including weddings, funerals, hospitalization, participation in training programs, and busy farming seasons, and is expected to make a meaningful contribution to improving farmers’ quality of life.
In particular, the province will subsidize 50 percent of substitute labor costs, reducing the financial burden on farmers. Support levels will also vary according to herd size to ensure fairness.
However, farms employing two or more full-time workers are not eligible for the program.
A local livestock farmer welcomed the initiative, saying, “In the past, I had to keep working even when I was sick because I could not leave the farm. Now I feel I can visit a hospital with peace of mind. This is exactly the kind of policy farmers need.”
Kim Seong-jin, Director of the Livestock Policy Division of Jeollanam-do Province, said, “Hanwoo farmers belong to one of the occupational groups that have the least opportunity for rest because livestock facilities require daily management. We will continue expanding practical, field-oriented policies that allow farmers to enjoy a better quality of life and sustain their livestock operations.”
