전라남도가 밥쌀용 쌀 수급 안정과 식량자급률 향상을 위해 추진하는 ‘2026년 하계 전략작물직불금’ 신청 기간을 오는 30일까지 한 달간 연장한다.

전략작물직불금은 논에 밥쌀용 벼 대신 수급조절용 벼와 가루쌀, 옥수수 등 전략작물을 재배하는 농업인과 농업법인에 지급하는 지원사업이다. 쌀 과잉 생산을 줄이고 식량자급 기반을 강화하기 위해 도입됐다.
이번 연장 대상 하계작물은 ▲가루쌀 ▲조사료 ▲두류(백태·콩나물콩 제외) ▲옥수수 ▲참깨 ▲수급조절용 벼 ▲알팔파 ▲수수 ▲율무 등 9개 품목이다.

다만 동계작물과 하계작물 가운데 백태와 콩나물콩은 당초 계획에 따라 지난 5월 29일 신청이 마감됐다.

품목별 지급 단가는 ha당 ▲하계 조사료 550만 원 ▲수급조절용 벼 500만 원 ▲알팔파·율무 250만 원 ▲수수 240만 원 ▲두류·가루쌀 200만 원 ▲옥수수·참깨 150만 원이다.

특히 올해부터는 농업 외 소득 기준이 완화돼 직불금 수혜 대상이 확대될 전망이다.

지난 4월 「농업·농촌공익직불법」 개정안이 국회 본회의를 통과하면서 지급 제외 기준인 ‘농업 외 종합소득금액’이 기존 3,700만 원 이상에서 4,300만 원 이상으로 상향 조정됐다.

농림축산식품부는 가구 소득 통계 등을 반영해 구체적인 적용 금액을 5년마다 고시하며, 올해 적용 기준은 추후 확정될 예정이다.

또한 동계에 밀이나 조사료를 재배하고 하계에 가루쌀·두류·조사료를 재배하는 이모작 농가는 ha당 100만 원의 추가 인센티브를 받을 수 있다. 다만 해당 인센티브를 받기 위해서는 오는 30일까지 반드시 하계 전략작물직불금을 신청해야 한다.

신청 농가는 지급 대상 확정 시까지 농업경영체 등록정보 등 자격요건을 유지해야 하며, 자격 확인 기준일은 동계작물의 경우 5월 31일, 하계작물은 9월 30일이다.

신청을 희망하는 농업인과 농업법인은 농지 소재지 읍·면·동 행정복지센터를 방문하거나 온라인 농업e지(nongupez.go.kr)를 통해 신청할 수 있다.

정원진 전라남도 식량원예과장은 “밥쌀용 쌀 적정 생산과 논 타작물 재배는 쌀값 안정을 위한 핵심 정책”이라며 “쌀 수급 안정과 농가 소득 향상을 위해 많은 농업인이 전략작물 재배에 적극 참여해 주길 바란다.”고 말했다.

Jeollanam-do Province has extended the application period for the 2026 Summer Strategic Crop Direct Payment Program until June 30 in an effort to stabilize the supply of table rice and improve national food self-sufficiency.
The Strategic Crop Direct Payment Program provides financial support to farmers and agricultural corporations that cultivate strategic crops such as powdered rice, corn, and rice supply-control varieties instead of conventional table rice on paddy fields. The initiative aims to reduce rice oversupply and strengthen the nation's food security.
The summer crops eligible for the extended application period include powdered rice, forage crops, legumes (excluding soybeans and soybean sprouts), corn, sesame, rice grown for supply adjustment, alfalfa, sorghum, and Job’s Tears, covering a total of nine crop categories.
Applications for soybeans and soybean sprouts, however, closed as originally scheduled on May 29.
Payment rates vary by crop type. Farmers cultivating summer forage crops can receive KRW 5.5 million per hectare, while those growing supply-control rice are eligible for KRW 5 million per hectare. Alfalfa and Job’s Tears qualify for KRW 2.5 million per hectare, sorghum for KRW 2.4 million, legumes and powdered rice for KRW 2 million, and corn and sesame for KRW 1.5 million per hectare.
This year, eligibility for the program is expected to expand following the relaxation of non-farm income requirements.
In April, the National Assembly passed amendments to the Agricultural and Rural Public Interest Direct Payment Act, raising the exclusion threshold for non-farm comprehensive income from KRW 37 million to KRW 43 million annually.
The Ministry of Agriculture, Food and Rural Affairs will determine the final applicable income threshold based on household income statistics and other factors, with the official figure to be announced later.
Farmers who practice double cropping—growing wheat or forage crops during the winter season and powdered rice, legumes, or forage crops during the summer season—may receive an additional incentive payment of KRW 1 million per hectare. To qualify, they must submit their application for the Summer Strategic Crop Direct Payment Program by June 30.
Applicants must maintain all eligibility requirements, including their registered agricultural management information, until beneficiaries are officially confirmed. Eligibility verification dates are May 31 for winter crops and September 30 for summer crops.
Farmers and agricultural corporations wishing to participate may apply either by visiting their local 읍·면·동 administrative welfare center or through the online Agricultural e-Service platform.
Jung Won-jin, Director of the Food and Horticulture Division of Jeollanam-do, stated, “Appropriate production of table rice and the cultivation of alternative crops on paddy fields are key measures for stabilizing rice prices. We encourage more farmers to participate in strategic crop cultivation to help stabilize rice supply and improve farm income.”
