민형배 전남광주통합특별시장 당선인이 국내 유명 크리에이터들과 만나 통합특별시의 미래 비전을 공유하고, 콘텐츠 산업을 지역 성장동력으로 육성하기 위한 정책 구상을 밝혔다.
전남광주대전환기획위원회 시민주권위원회(위원장 윤난실)는 지난 14일 광주 충장로 L7호텔에서 ‘슈퍼시민 크리에이터 밋업(Meetup)’을 개최했다고 밝혔다.
이번 행사는 오는 7월 1일 출범을 앞둔 전남광주통합특별시의 실효성 있는 정책 과제를 발굴하고, 크리에이터 산업과 지역 자원을 연계한 지속 가능한 비즈니스 네트워크 구축 방안을 모색하기 위해 마련됐다.
이날 행사에는 유튜브와 인스타그램 등 다양한 플랫폼에서 활동 중인 주상현(주긍정), 연제민(제키아웃), 조수정(수져미), 강동호(장사건물주 강호동), 김성철(돌쇠네농산물), 김소우(유아시스), 이다경(슈가토끼) 등 국내 유명 크리에이터 20여 명이 참석했다.
참석자들의 총 팔로워 수는 약 820만 명에 달하는 것으로 알려졌다.
행사는 ‘전남광주 융복합 산업과 크리에이터의 성장 비전’을 주제로 한 발표를 시작으로 ▲크리에이터 비즈니스의 지역 전략산업화 ▲전남·광주 지역 자원과 콘텐츠 산업의 융합 ▲공공 플랫폼 활성화를 위한 협업 구조 구축 등을 주제로 자유토론 형식의 간담회가 진행됐다.
민형배 당선인은 인사말에서 “지금은 AI라는 강력한 도구를 활용하는 크리에이터의 시대”라며 “여러분의 영상 한 편, 사진 한 장, 리뷰 한 줄이 전남광주가 가진 바다와 산, 음식과 역사, 예술과 공동체 문화를 전 세계에 알리는 강력한 힘이 될 수 있다.”고 말했다.
이어 “행정구역 통합은 단순한 지역 통합을 넘어 산업 구조와 소통 방식이 변화하는 시대에 맞는 새로운 혁신 모델을 만드는 과정”이라며 “크리에이터들이 세상과 소통하는 창의적 방식과 유연한 사고를 행정에도 적극 도입할 필요가 있다”고 강조했다.
이날 토론에서는 지자체와 협업 과정에서 지나친 행정 개입과 과도한 가이드라인으로 인해 창의성이 제한된다는 현장의 목소리도 제기됐다.
이에 대해 민 당선인은 “그동안 창의성과 상상력을 억누르는 행정 가이드라인 때문에 실패한 사업이 적지 않았다”며 “앞으로 전남광주통합특별시의 크리에이터 협업 사업에서는 과도한 행정 개입을 최소화하고 자율성과 독창성을 최대한 보장하겠다.”고 밝혔다.
또한 민 당선인은 통합특별시가 추진해야 할 핵심 과제로 ▲지역 인재 양성을 위한 크리에이터 아카데미 설립 ▲지역 특성을 살린 경쟁력 있는 콘텐츠 개발 ▲크리에이터 자율성 보장과 창작 환경 조성 등을 제시했다.
민 당선인은 “오늘 제안된 다양한 의견을 통합특별시 정책에 적극 반영하겠다.”며 “전남광주가 대한민국을 대표하는 콘텐츠·크리에이터 산업 중심지로 성장할 수 있도록 행정적·제도적 지원을 아끼지 않겠다.”고 말했다.
한편 전남광주대전환기획위원회는 앞으로도 시민, 전문가, 산업계와의 정책 공론장을 지속적으로 개최해 시민주권 기반의 통합특별시 정책 설계에 나설 계획이다.

‘Super Citizen Creator Meetup’ Held with More Than 20 Leading Influencers and Content Creators
Proposes Creator Academy, Content Industry Development, and Greater Creative Autonomy
Min Hyung-bae, President-elect of the Jeonnam-Gwangju Integrated Special City, met with prominent content creators and influencers to share his vision for the future of the integrated city and discuss policies aimed at fostering the content industry as a new regional growth engine.
The Citizen Sovereignty Committee of the Jeonnam-Gwangju Grand Transformation Planning Committee, chaired by Yoon Nan-sil, announced that it hosted the “Super Citizen Creator Meetup” on June 14 at the L7 Hotel in Chungjang-ro, Gwangju.
The event was organized to gather practical policy suggestions ahead of the official launch of the Jeonnam-Gwangju Integrated Special City on July 1 and to explore ways to build sustainable business networks by connecting regional resources with the creator economy.
More than 20 well-known creators active on YouTube, Instagram, and other digital platforms attended the event, including Joo Sang-hyun (Ju Positive), Yeon Je-min (Jekeyout), Jo Soo-jung (Sujeomi), Kang Dong-ho (Business Building Owner Kang Ho-dong), Kim Sung-cheol (Dolsoene Farm Produce), Kim So-woo (Uasis), and Lee Da-kyung (Sugar Rabbit).
The combined follower count of the participating creators exceeds 8.2 million, highlighting their significant influence in the digital content industry.
The program began with a presentation on the vision for convergence industries and creator-driven growth in Jeonnam and Gwangju. This was followed by an open discussion covering topics such as:
Transforming creator businesses into strategic regional industries
Integrating local resources with content production
Building collaborative structures to activate public digital platforms
In his opening remarks, Min stated, “We are now living in the era of creators empowered by AI. A single video, photo, or review created by you has the power to introduce Jeonnam and Gwangju’s oceans, mountains, cuisine, history, arts, and community culture to audiences around the world.”
He added, “The integration of administrative regions is more than a geographical merger. It is an opportunity to build an innovative model suited to an era in which industrial structures and communication methods are rapidly changing. The creative and flexible ways creators engage with the world should also be incorporated into public administration.”
During the discussion, several creators pointed out challenges they face when collaborating with local governments, particularly excessive administrative intervention and restrictive guidelines that often limit creativity.
Responding to these concerns, Min said, “Many projects have failed because administrative guidelines suppressed creativity and imagination. In the Jeonnam-Gwangju Integrated Special City, we will minimize excessive government intervention in creator partnership projects and fully respect the autonomy and originality of creators.”
He also outlined three key priorities for the future city administration:
Establishing a Creator Academy to nurture local talent
Developing high-quality and competitive content rooted in regional strengths
Ensuring creators’ autonomy and providing a supportive environment for creative activities
Min concluded, “We will carefully incorporate the valuable suggestions shared today into future policies. Through active administrative and institutional support, we will help Jeonnam and Gwangju become one of Korea’s leading hubs for the content and creator industry.”
Meanwhile, the Jeonnam-Gwangju Grand Transformation Planning Committee plans to continue holding policy forums and public discussions with citizens, experts, and industry leaders to design a citizen-centered governance model for the Integrated Special City.
