SK하이닉스 차기 반도체 공장 입지를 둘러싼 관심이 커지고 있는 가운데 최태원 SK그룹 회장이 일본을 유력 후보지로 직접 언급하면서 국내 지방자치단체들의 유치 전략에도 적지 않은 파장이 예상된다.
최 회장은 지난 6월 9일 일본 도쿄 제국호텔에서 열린 닛케이포럼 참석을 계기로 진행한 니혼게이자이신문(닛케이) 인터뷰에서 “메모리 반도체 증산을 서두르고 있으며 생산능력을 확대할 경우 해외 공장 건설도 고려하고 있다”며 “일본은 훌륭한 후보지”라고 밝혔다.
그는 일본에 대해 “반도체 제조장비와 소재기업, 전력 인프라 등 생산에 필요한 생태계를 모두 갖추고 있다.”고 평가하며 해외 생산기지 가능성을 공개적으로 언급했다.
특히 최 회장은 엔비디아와 협력해 2028~2029년 일본에 기가와트(GW)급 AI 팩토리 구축도 추진하고 있다고 밝혔다.
이는 단순한 데이터센터가 아니라 SK하이닉스의 고대역폭메모리(HBM)와 엔비디아 GPU를 결합해 대규모 AI 연산을 수행하는 차세대 AI 생산 인프라다.
이번 발언은 그동안 제기돼 온 호남권 반도체 공장 유치 기대에 적지 않은 변수로 작용할 전망이다.
최근 전남 해남 솔라시도를 비롯해 광주·전남 지역에서는 국가 AI컴퓨팅센터, 대규모 데이터센터, RE100 산업단지와 연계한 SK하이닉스 첨단 패키징 공장 또는 신규 반도체 생산시설 유치 가능성이 꾸준히 거론돼 왔다.
그러나 최 회장이 공개적으로 “해외 공장 건설” 카드를 꺼내 들면서 상황은 달라지고 있다.
업계에서는 오는 6월 29일 예정된 이재명 대통령과 주요 그룹 총수 간담회가 중요한 분수령이 될 것으로 보고 있다.
정부가 추진하는 국가균형발전 정책과 첨단산업 지방분산 전략에 따라 호남권 반도체 투자 카드가 논의될 가능성이 남아 있지만, 동시에 SK그룹이 일본 AI 팩토리와 해외 생산거점을 병행 검토하고 있는 만큼 국내 입지 경쟁은 더욱 치열해질 것으로 예상된다.
전문가들은 이번 최 회장의 발언을 단순한 투자 검토 차원을 넘어 경제안보 전략으로 해석하고 있다.
반도체 공장은 이제 단순 제조시설이 아니다.
설계 단계부터 생산 동선, 공정 순서, 수율 관리 체계, 데이터 운영 방식까지 국가 산업경쟁력과 직결되는 전략자산이다.
특히 AI 시대에는 반도체 공장과 AI 데이터센터가 결합된 형태의 ‘AI 팩토리’가 국가 안보와 산업주권의 핵심 인프라로 평가받고 있다.
한 산업 전문가는 “반도체 공장은 공장 자체가 안보다. 어떤 국가에 위치하느냐에 따라 공급망과 기술주권, 데이터 통제권이 달라진다”며 “한국 사회 일각에서 첨단 반도체 시설은 반드시 국내에 있어야 한다는 목소리가 나오는 이유도 여기에 있다”고 말했다.
실제로 미국과 일본, 유럽연합(EU)은 자국 내 반도체 생산시설 확보를 국가안보 차원에서 지원하고 있으며, 대규모 보조금과 세제혜택 경쟁을 벌이고 있다.
결국 SK하이닉스 차기 공장의 향방은 단순한 기업 투자 문제가 아니라 대한민국 산업정책과 국가균형발전 전략, 그리고 AI 시대 경제안보 전략이 맞물린 국가적 선택의 문제가 되고 있다.
호남을 비롯한 지방자치단체들이 기대하는 첨단산업 유치가 현실이 될지, 아니면 일본 AI 팩토리와 해외 생산거점 확대 전략이 우선될지 관심이 집중되고 있다.

Growing attention is being focused on the future location of SK Hynix’s next semiconductor manufacturing facility, as SK Group Chairman Chey Tae-won has publicly identified Japan as a potential candidate for future investment, creating uncertainty for local governments across South Korea seeking to attract major semiconductor projects.
During an interview with Japan’s Nikkei newspaper on the sidelines of the Nikkei Forum held at the Imperial Hotel in Tokyo on June 9, Chey stated, “We are accelerating memory semiconductor production, and if we expand manufacturing capacity, we are also considering building factories overseas,” adding that “Japan is an excellent candidate.”
Chey praised Japan’s industrial environment, noting that the country possesses “all the necessary elements for semiconductor manufacturing, including materials suppliers, equipment makers, and reliable power infrastructure,” signaling the possibility of establishing production facilities outside Korea.
He also revealed plans to cooperate with NVIDIA in building a gigawatt-scale AI Factory in Japan by 2028–2029. The project would go beyond a conventional data center, combining SK Hynix’s High Bandwidth Memory (HBM) technology with NVIDIA GPUs to create next-generation AI computing infrastructure capable of handling massive-scale AI workloads.
The remarks are expected to have significant implications for ongoing discussions surrounding semiconductor investment opportunities in South Korea’s Honam region.
In recent years, areas such as Solaseado in Haenam, along with the broader Gwangju-Jeonnam region, have been mentioned as potential sites for advanced semiconductor packaging facilities or new semiconductor production plants linked to the National AI Computing Center, large-scale data centers, and RE100 industrial complexes.
However, Chey’s public reference to overseas factory construction has introduced a new variable into the equation.
Industry observers believe that the scheduled June 29 meeting between President Lee Jae-myung and major business group leaders could become an important turning point.
While the government’s regional development policies and efforts to decentralize high-tech industries may still leave room for semiconductor investment in Honam, competition among domestic and international locations is expected to intensify as SK Group simultaneously evaluates overseas production options and AI Factory projects in Japan.
Experts view Chey’s comments not simply as an investment consideration but as part of a broader economic security strategy.
Semiconductor plants today are no longer merely manufacturing facilities. From production layouts and process sequencing to yield management systems and data operations, semiconductor fabs have become strategic assets directly tied to national industrial competitiveness.
In the AI era, AI Factories that integrate semiconductor production and AI data infrastructure are increasingly regarded as core pillars of national security and technological sovereignty.
One industry expert noted, “A semiconductor fab is itself a security asset. Its location influences supply chains, technological sovereignty, and control over critical data. This is why many argue that advanced semiconductor facilities should remain within South Korea.”
Indeed, the United States, Japan, and the European Union are all aggressively supporting domestic semiconductor manufacturing through substantial subsidies and tax incentives, viewing chip production as a critical component of national security.
Ultimately, the destination of SK Hynix’s next semiconductor plant is no longer simply a corporate investment decision. It has become a national issue involving South Korea’s industrial strategy, balanced regional development policy, and economic security framework in the age of artificial intelligence.
As a result, attention is now focused on whether the hopes of local governments in Honam and other regions to attract advanced semiconductor industries will materialize, or whether SK Group’s strategy of expanding overseas production bases and AI Factory investments in Japan will take priority.
