더불어민주당 명현관 해남군수 후보가 시민사회 싱크탱크인 희망제작소와 정책협약을 체결하며 민선 9기 혁신 정책 행보에 본격 시동을 걸었다.

명 후보는 공식 선거운동 개시 후 첫 주말 유세를 마무리한 25일, 희망제작소와 ‘주민과 함께하는 지속 가능한 해남군 희망만들기 프로젝트’ 정책협약을 체결하고 주민참여·민관협치 기반의 지속가능한 지역혁신 모델 구축에 나서겠다고 밝혔다.

이날 협약식에는 희망제작소 이은경 소장과 관계자들이 참석했으며, 양측은 지난 4월 24일 희망제작소가 제안한 시민주권, 지역순환경제, 에너지전환, 청년친화도시 등 9대 분야 46대 희망공약을 공동 실천하기로 합의했다.

이번 협약은 인구감소와 기후위기, AI 전환시대라는 복합 위기 속에서 지역 중심의 실천형 정책 대안을 마련하기 위한 취지로 추진됐다.
이은경 소장은 “명현관 후보가 사람 중심의 사회적 가치를 실현하며 해남의 새로운 희망을 만드는 밑거름이 되길 기대한다”고 밝혔고, 명 후보는 “사람과 기술, 자연이 조화롭게 공존하는 지속가능 전략으로 인구소멸 위기를 정면 돌파하겠다.”고 화답했다.

특히 명 후보는 이번 협약을 광역 미래전략과 연계해 추진하겠다는 구상도 제시했다.
명 후보는 “해남의 중단 없는 대도약을 위해서는 강력한 광역 협력체계 구축이 필수적”이라며 “더불어민주당 민형배 후보와 긴밀히 협력해 해남을 전남·광주 통합특별시 시대의 차세대 첨단산업 거점이자 대한민국 대표 농어촌수도로 육성하겠다.”고 강조했다.

이어 “호남권 대규모 투자유치 전략을 해남으로 연결해 AI·신재생에너지 중심의 미래산업 체질 전환을 본격화하겠다”며 “이미 추진 중인 국가 AI컴퓨팅센터와 재생에너지 기반 산업 인프라를 통해 해남의 미래 100년 성장동력을 완성하겠다.”고 밝혔다.
같은 날 민주당 유세팀도 관내 전역에서 릴레이 민생 집중 유세를 이어가며 조직 결집과 지지층 확산에 총력을 기울였다.

유세팀은 이날 오전 화원장 집중유세를 시작으로 김성일 후보와 민경매·민찬혁 군의원 후보, 김미경·김연수 비례대표 후보 등이 총출동해 상인과 주민들을 만나 지지를 호소했다.
이어 솔라시도 로터리와 육일시 사거리 등 주요 거점을 돌며 AI 첨단산업과 재생에너지 기반 미래도시 해남 비전을 설명하고 민주당의 정책 역량과 추진력을 강조했다.

오후에는 화산면사무소 앞 유세에 김영환·한종천 후보가 합류해 주민 밀착형 공약을 발표했으며, 해남농협 앞 집중유세에서는 퇴근길 군민들과 직접 소통하며 압도적 지지를 호소했다.
이날 민주당 원팀 유세는 서림공원 집중유세를 끝으로 마무리됐다.

서림공원에 집결한 민주당 출마자들은 “국가 AI컴퓨팅센터와 신재생에너지 기반 산업전환, 농어촌수도 해남 비전을 중단 없이 완성하기 위해 검증된 민주당 후보들에게 힘을 모아달라.”고 강조하며 필승 의지를 다졌다.

Democratic Party candidate for Haenam County Governor, Myung Hyun-gwan, has officially launched his policy innovation campaign for the 9th local administration by signing a policy agreement with The Hope Institute, a leading civic think tank in Korea.
On May 25, after concluding the first weekend of the official election campaign, Candidate Myung signed the “Sustainable Haenam Hope-Making Project” agreement with The Hope Institute, pledging to establish a sustainable regional innovation model based on resident participation and public-private governance.
The signing ceremony was attended by Lee Eun-kyung, Director of The Hope Institute, and other related officials. Both sides agreed to jointly implement 46 policy pledges across nine sectors proposed by the institute on April 24, including citizen sovereignty, local circular economy, energy transition, and youth-friendly city development.
The agreement aims to present practical, region-centered solutions to the multiple crises facing local communities, including population decline, climate change, and the transition into the AI era.
Director Lee Eun-kyung stated, “I hope Candidate Myung will become a foundation for creating new hope in Haenam by realizing people-centered social values.”
In response, Candidate Myung said, “We will overcome the crisis of regional extinction through a sustainable strategy where people, technology, and nature coexist in harmony.”
Candidate Myung also unveiled a broader vision linking the agreement with regional development strategies.
“For Haenam to achieve uninterrupted growth and transformation, a strong metropolitan cooperation system is essential,” he said. “By closely cooperating with Democratic Party candidate Min Hyung-bae, we will develop Haenam into a next-generation advanced industrial hub and the nation’s leading rural capital in the era of the integrated Gwangju-Jeonnam Special Metropolitan City.”
He further emphasized, “We will connect large-scale investment attraction strategies for the Honam region directly to Haenam, accelerating the transformation of the local economy toward AI and renewable energy industries.”
He added, “With the already planned National AI Computing Center and renewable energy-based industrial infrastructure, we will complete the foundation for Haenam’s next 100 years of growth.”
On the same day, Democratic Party campaign teams continued relay-style grassroots campaigns throughout the county, focusing on strengthening organizational unity and expanding voter support.
The campaign began with a concentrated rally at Hwawon Market, where Candidate Kim Seong-il, county council candidates Min Kyung-mae and Min Chan-hyuk, and proportional representative candidates Kim Mi-kyung and Kim Yeon-su joined supporters in appealing to merchants and residents.
The team then moved to key locations including the Solaseado Rotary and Yukil Market Intersection, promoting Haenam’s vision as a future-oriented city centered on AI advanced industries and renewable energy.
In the afternoon, Candidates Kim Young-hwan and Han Jong-cheon joined the campaign rally in front of Hwasan Township Office, presenting community-focused policy pledges. Later, another intensive campaign event was held in front of Haenam Nonghyup, where candidates directly greeted residents returning home from work and called for overwhelming support.
The Democratic Party’s “One-Team” campaign concluded with a major rally at Seorim Park.
Gathered at the park, Democratic Party candidates emphasized, “To successfully complete Haenam’s transformation into a rural capital powered by the National AI Computing Center and renewable energy-based industrial innovation, we ask residents to support the proven and capable Democratic Party candidates.”
