전라남도가 농어민의 경영 부담 완화와 지역경제 활성화를 위한 ‘농어민 공익수당’을 대폭 확대해 본격 지급에 나선다.
전남도는 2026년 농어민 공익수당을 기존 60만 원에서 70만 원으로 10만 원 인상하고, 4월 중 시군을 통해 지급한다고 밝혔다.
이번 공익수당 지급 규모는 총 1천498억 원에 달한다. 재원은 도비 599억 원(40%)과 시군비 899억 원(60%)로 구성됐으며, 대상자는 총 21만 4천37명이다.
지급 대상은 2025년 1월 1일 이전부터 전남에 주소를 두고 1년 이상 농업·어업·임업에 종사한 경영주다.
전남도는 지난 2~3월 신청 접수를 거쳐 자격 검증을 완료하고 최종 대상자를 확정했다.

■ 전국 최초 도입 이후 6년… ‘전남형 농정 모델’로 자리
농어민 공익수당은 농어업·임업의 공익적 가치를 보전하고 농어민의 안정적 경영을 지원하기 위해 2020년 전남도가 전국 최초로 도입한 제도다.
도입 이후 2025년까지 6년간 총 124만 명에게 7천436억 원이 지급되며, 전국적인 정책 모델로 확산되는 성과를 거뒀다.

■ 지역화폐 지급… “농어민도 살리고 지역상권도 살린다.”
이번 공익수당은 현금이 아닌 지류 또는 카드형 지역화폐로 지급된다.
전남도는 이 같은 지급 방식이 농어민의 실질 소득 보전뿐 아니라 지역 내 소비를 유도해 소상공인과 자영업자의 매출 증가로 이어지는 ‘지역순환 경제 효과’를 창출하고 있다고 분석했다.

■ 읍면동·농협 방문 수령… 4월 중 순차 지급
수당 대상자는 신분증을 지참해 주소지 읍면동사무소 또는 농협을 방문하면 지급받을 수 있으며, 4월 중 순차적으로 지급이 진행된다.
김현미 전남도 농업정책과장은 “중동발 위기 등으로 농어민의 경영 부담이 커진 상황에서 공익수당이 실질적인 도움이 되길 기대한다.”며 “지급이 차질 없이 이뤄지도록 철저히 준비하겠다.”고 밝혔다.

전남도의 이번 공익수당 인상은 단순한 복지 지원을 넘어, 농어민 생존 기반을 지키고 지역경제를 동시에 살리는 ‘이중 효과 정책’으로 평가된다.

Jeollanam-do Province has announced a major expansion of its “Public Benefit Allowance for Farmers and Fisherfolk,” aimed at easing financial burdens and revitalizing the local economy.
The province stated that the 2026 allowance will be increased from 600,000 KRW to 700,000 KRW per recipient, with payments to be distributed through cities and counties within April.
The total budget for this year’s program amounts to 149.8 billion KRW, funded by 59.9 billion KRW (40%) from the provincial government and 89.9 billion KRW (60%) from local municipalities. A total of 214,037 recipients have been confirmed.
Eligible recipients include farm, fishery, and forestry operators who have maintained residency in Jeollanam-do since before January 1, 2025, and have engaged in their respective industries for at least one year.
The province finalized the list of recipients after reviewing applications submitted between February and March.
■ Six Years Since Launch… A Model for Agricultural Policy Nationwide
The public benefit allowance was first introduced by Jeollanam-do in 2020—the first of its kind in Korea—to preserve the public value of agriculture, fisheries, and forestry while supporting stable management for producers.
From 2020 to 2025, a total of 743.6 billion KRW was distributed to 1.24 million recipients, establishing the program as a leading policy model nationwide.
■ Paid in Local Currency… “Supporting Both Producers and Local Businesses”
This year’s allowance will be issued not in cash, but in the form of paper-based or card-type local currency.
According to the province, this method not only enhances farmers’ and fishers’ real income but also stimulates local consumption, leading to increased sales for small businesses and self-employed merchants—creating a “local economic circulation effect.”
■ Collection at Local Offices or Agricultural Cooperatives… Sequential Payments in April
Recipients can collect their allowances by presenting identification at their local 읍·면·동 offices or at agricultural cooperatives (NongHyup). Payments will be made sequentially throughout April.
Kim Hyun-mi, Director of Agricultural Policy at Jeollanam-do, stated,
“We hope this allowance will provide meaningful support to farmers and fishers facing increased management burdens due to global uncertainties such as the Middle East crisis. We will ensure the distribution proceeds smoothly without disruption.”
The increase in Jeollanam-do’s public benefit allowance is being evaluated not merely as a welfare measure, but as a dual-impact policy that safeguards the livelihood of farmers and revitalizes the regional economy simultaneously.
