전라남도가 눈에 보이지 않는 ‘토양오염’과의 전면전에 돌입했다.
산업단지와 공장, 어린이놀이시설 등 도민 생활과 직결된 공간을 대상으로 대규모 실태조사를 실시하며 오염 확산 차단에 총력을 기울인다.

전라남도보건환경연구원은 토양오염을 사전에 차단하고 농경지 및 생활환경 피해를 최소화하기 위해 ‘2026년 토양오염 실태조사’를 본격 추진한다고 밝혔다.

이번 조사는 토양오염 우려지역을 중심으로 총 170개 지점을 선정해 진행된다.
특히 노후·방치 주유소, 폐기물 처리 및 재활용 지역, 사고 및 민원 발생지역, 원광석·고철 보관 및 사용지역 등 오염 가능성이 높은 75곳은 중점 관리 대상으로 우선 조사한다.

조사 항목은 납·카드뮴·비소 등 중금속류를 비롯해 벤젠·톨루엔 등 유기용제, 토양 산도(pH) 등 총 22개 항목에 달한다.
이는 토양의 화학적 상태와 인체·환경 위해 가능성을 종합적으로 진단하기 위한 것이다.

조사 결과 토양오염우려기준을 초과한 지역에 대해서는 관할 시군에 즉시 통보하고, 정화 책임자에게 정밀조사 및 오염토양 정화를 의무적으로 이행하도록 조치할 방침이다.

배주순 전남도 토양폐기물과장은 “토양오염은 겉으로 드러나지 않아 인지 시점이 늦고, 한 번 오염되면 장기간 지속되는 특성이 있다.”며 “실태조사를 통해 정확한 오염도를 파악하고 선제적으로 대응해 안전한 토양환경을 조성하겠다.”고 강조했다.

이번 조치는 단순한 환경 점검을 넘어, 농업 기반과 도민 건강을 지키기 위한 ‘보이지 않는 안전망 구축’이라는 점에서 의미가 크다.
전라남도가 토양이라는 가장 근본적인 환경 자산을 지키기 위한 관리 체계를 한층 강화하고 있다는 평가다.

“War on Invisible Pollution”… Jeonnam Launches Full-Scale Action to Block Soil Contamination

Jeollanam-do has launched a full-scale campaign against “invisible” soil contamination.
The province is carrying out a large-scale survey targeting areas directly related to residents’ daily lives—such as industrial complexes, factories, and children’s playgrounds—while mobilizing all efforts to prevent the spread of pollution.
The Jeollanam-do Institute of Health and Environment announced that it will implement the “2026 Soil Contamination Survey” to proactively prevent soil pollution and minimize damage to farmland and living environments.
The survey will be conducted at a total of 170 locations identified as areas at risk of soil contamination.
Among them, 75 high-risk sites—including old and abandoned gas stations, waste treatment and recycling facilities, accident- and complaint-prone areas, and locations storing or handling raw ore and scrap metal—will be prioritized for intensive inspection.
The analysis will cover 22 items, including heavy metals such as lead, cadmium, and arsenic, as well as organic solvents like benzene and toluene, and soil acidity (pH).
This comprehensive assessment aims to evaluate the chemical condition of soil and its potential risks to human health and the environment.
If any site exceeds the soil contamination concern standards, the results will be immediately notified to the relevant local governments, and responsible parties will be required to conduct detailed investigations and implement soil remediation measures.
Bae Joo-soon, head of the Soil and Waste Division at Jeollanam-do, stated, “Soil contamination is difficult to detect because it is not visible on the surface, and once polluted, it tends to persist for a long time. We will accurately assess contamination levels through this survey and respond proactively to create a safe soil environment.”
This initiative goes beyond a simple environmental inspection, carrying significant meaning as an effort to build an “invisible safety net” that protects both agricultural foundations and public health.
It is seen as a step toward strengthening the management system for safeguarding soil—one of the most fundamental environmental assets of Jeollanam-do.
