전라남도가 청명과 한식을 앞두고 산불 예방을 위한 총력 대응에 나섰다.
성묘객과 상춘객이 급증하는 시기와 건조한 기상 조건이 맞물리면서, 작은 부주의 하나가 대형 산불로 이어질 가능성이 커진 데 따른 선제적 조치다.

전남도는 ‘청명·한식 산불방지 특별대책’을 수립하고 실국장 중심의 행정지원담당관제를 가동해 산불 취약지역에 대한 집중 단속과 현장 대응을 강화하고 있다.
산림과 인접한 마을, 전답 등을 중심으로 영농 부산물과 생활 쓰레기 불법 소각 행위를 집중 점검하며, 산불 발생 요인을 사전에 차단하는 데 행정력을 집중하고 있다.

통계적으로도 이 시기는 산불 위험이 가장 높은 시기 중 하나로 꼽힌다.
최근 10년간 전남에서 발생한 산불의 약 26%가 청명과 한식 전후에 집중됐으며, 2023년 순천 송광과 함평 대동에서 동시 발생한 대형 산불은 870헥타르에 달하는 산림을 소실시키며 막대한 피해를 남겼다. 이러한 사례는 봄철 산불이 단순한 계절적 현상이 아니라 반복적으로 나타나는 구조적 위험임을 보여준다.

이에 따라 전남도는 입산자에 의한 실화를 원천 차단하기 위해 입산통제구역 13만 7천 헥타르와 등산로 793킬로미터를 폐쇄하고, 주요 등산로와 공원묘지 등에 산림재난대응단을 포함한 1천82명의 감시 인력을 배치했다.
특히 인화물질 반입 행위에 대한 단속을 강화해 산불 발생 가능성을 현장에서 직접 차단하는 방식으로 대응 수위를 끌어올렸다.

불법 행위에 대해서는 무관용 원칙이 적용된다.
산림 인접 지역에서의 불법 소각 행위는 최대 200만 원의 과태료가 부과되며, 실수로 산불을 발생시킨 경우에도 3년 이하의 징역 또는 3천만 원 이하의 벌금이 부과된다. 전남도는 이를 통해 ‘산불은 처벌로 이어진다.’는 인식을 확산시키고 예방 효과를 극대화한다는 방침이다.

산불이 발생할 경우에는 초기 대응 속도를 높이는 데 초점을 맞춘다. 진화 헬기 2~3대를 즉시 투입해 골든타임인 30분 이내 진화에 착수하고, 야간 산불에 대비해 28개 조 179명으로 구성된 신속대응반을 운영한다.
또한 산림청과 소방, 경찰 등 유관기관과의 협력 체계를 통해 상황 전파와 공동 대응이 신속하게 이루어질 수 있도록 준비를 마쳤다.

김정섭 전남도 환경산림국장은 “청명과 한식 기간은 건조한 날씨와 강한 바람이 겹쳐 작은 불씨도 대형 산불로 번질 수 있는 매우 위험한 시기”라며 “산림 내 흡연과 화기 사용을 절대 금지하고, 산림 인접지에서의 불법 소각 행위를 반드시 삼가야 한다.”고 강조했다.
이어 “전남도는 예방과 초동 대응에 모든 행정력을 집중하고 있으며, 도민 한 사람 한 사람의 주의가 산림과 생명을 지키는 가장 중요한 방어선”이라고 덧붙였다.

전남도의 이번 조치는 단순한 계도 수준을 넘어, 산불을 사전에 차단하고 피해를 최소화하기 위한 강력한 현장 중심 대응 전략으로 평가된다.
특히 반복되는 봄철 산불을 구조적으로 줄이기 위해 행정과 단속, 인식 개선을 동시에 추진한다는 점에서 그 실효성에 관심이 쏠리고 있다.

“A single spark can burn Jeonnam”… All-out wildfire prevention ahead of Cheongmyeong & Hansik

Jeollanam-do has launched an all-out response to prevent wildfires ahead of Cheongmyeong (April 5) and Hansik (April 6).
With a surge in visitors paying respects at graves and enjoying spring outings, combined with dry weather conditions, even a small moment of carelessness could escalate into a large-scale wildfire. The province’s move is a preemptive measure to mitigate that risk.
The provincial government has established a “Special Wildfire Prevention Plan for Cheongmyeong and Hansik” and is strengthening on-site enforcement and response by activating an administrative support officer system led by senior officials.
Inspections are focused on wildfire-prone areas such as villages adjacent to forests and nearby farmlands, with intensive crackdowns on illegal burning of agricultural waste and household trash to eliminate fire risks in advance.
Statistically, this period is one of the most dangerous for wildfires.
Over the past decade, approximately 26% of all wildfires in Jeonnam have occurred around Cheongmyeong and Hansik. In 2023, simultaneous large-scale wildfires in Songgwang, Suncheon, and Daedong, Hampyeong burned around 870 hectares of forest, causing extensive damage. These cases highlight that spring wildfires are not merely seasonal incidents but recurring structural risks.
In response, Jeonnam has implemented strict access controls to prevent accidental fires by hikers.
A total of 137,000 hectares of forest areas have been designated as restricted zones, and 793 kilometers of hiking trails have been closed. Additionally, 1,082 monitoring personnel, including forest disaster response teams, have been deployed at key locations such as major trails and public cemeteries.
Enforcement has also been strengthened to block the entry of flammable materials, raising the level of on-site prevention.
A zero-tolerance policy is being applied to illegal activities.
Illegal burning near forest areas can result in fines of up to 2 million won, while even accidental wildfires may lead to imprisonment of up to three years or fines of up to 30 million won. The province aims to reinforce the awareness that “wildfires lead to punishment” and maximize preventive effects.
In the event of a wildfire, rapid initial response is the top priority.
Firefighting helicopters will be deployed immediately, with suppression efforts beginning within the critical 30-minute “golden time.”
For nighttime incidents, 28 rapid-response teams consisting of 179 personnel are on standby. Cooperation with the Korea Forest Service, fire departments, and police has also been strengthened to ensure swift information sharing and joint response.
Kim Jeong-seop, Director of the Environment and Forestry Bureau of Jeonnam, stated,
“This period around Cheongmyeong and Hansik is extremely dangerous, as dry weather and strong winds can turn even a small spark into a major wildfire.”
He emphasized, “Smoking and the use of fire in forest areas must be strictly prohibited, and illegal burning near forests must be avoided at all costs.”
He added, “While the province is concentrating all administrative efforts on prevention and early response, the vigilance of each resident is the most critical line of defense in protecting our forests and lives.”
This initiative goes beyond simple awareness campaigns and represents a strong, field-centered strategy aimed at preventing wildfires in advance and minimizing damage.
By simultaneously advancing enforcement, administrative measures, and public awareness, Jeonnam is drawing attention for its comprehensive approach to structurally reducing recurring spring wildfires.
