전라남도가 봄철 대형산불 위험에 맞서 ‘무관용 대응’에 돌입했다.
작은 불씨 하나가 수백 헥타르를 태우는 현실 앞에서, 더 이상 관행과 방심을 용납하지 않겠다는 강력한 메시지다.

전남도는 3월 14일부터 4월 19일까지 37일간 ‘봄철 대형산불 특별대책기간’을 운영하고, 불법 소각행위에 대한 집중 단속과 현장 대응을 대폭 강화한다고 밝혔다.

■ “산불의 절반이 봄에”… 피해는 3~4월에 집중
최근 10년간 통계에 따르면 전체 산불의 46%가 봄철에 발생했으며, 피해 면적의 96%가 3~4월에 집중됐다.
특히 2023년 발생한 순천 송광 산불(188ha)과 함평 대동 산불(681ha)은 같은 날 발생해 대형 재난으로 이어지며 봄철 산불 위험성을 여실히 보여줬다.
올해는 건조한 날씨와 강풍에 더해 지방선거 시기와 맞물리며 위험 요인이 복합적으로 증가할 것으로 전망된다.

■ “밤에도 안심 없다”… 야간 대응체계 전면 가동
전남도는 산불 대응의 사각지대를 없애기 위해 시간대별 대응을 강화했다.
산불 위험이 높은 오후~일몰 시간대 집중 인력 배치, 야간산불 신속대응반 28개 조·179명 편성, 밤 10시까지 현장 대응 유지, 특히 야간산불은 초기 대응 실패 시 대형 피해로 이어질 가능성이 높아, 선제적 대응 체계를 핵심 전략으로 내세웠다.

■ “하늘·도로·현장 다 본다.”… 감시망 전면 확대
산불 감시체계도 ‘입체적 감시’로 전환된다.
택배기사·택시기사 참여 ‘전남 산애(山愛) 감시원’ 운영, 드론 감시 확대로 접근 어려운 지역 보완, 화목보일러·태양광시설 등 산림 인접시설 집중 점검, 생활권 이동 인력까지 감시망에 포함시키며, 사실상 ‘도민 참여형 감시 시스템’을 구축했다.

■ “헬기 먼저 띄운다.”… 선제 진화 전략 강화
산불 발생 시 대응 속도도 한층 빨라진다.
전남도 임차 헬기 즉각 투입, 산림청·소방 등 유관기관 공동 대응 체계 강화, 경찰·군부대·산림조합과 통합 진화 협력, 초기 30분 대응이 피해 규모를 좌우하는 만큼, ‘선제 투입’이 핵심이다.

■ “불법 소각=처벌”… 과태료 2배·형사처벌까지
이번 대책의 핵심은 강력한 처벌이다.
불법 소각 과태료 → 기존 100만 원 → 200만 원 (2배 상향)
산불 발생 시 → 3년 이하 징역 또는 3천만 원 이하 벌금
특히 실수로 산불을 낸 경우에도 형사처벌 대상이 되는 만큼, 사실상 ‘무관용 원칙’이 적용된다.
주말·휴일에는 환경산림국 6개 부서 90명으로 구성된 특별기동단속반이 집중 단속에 나선다.

■ “141건 적발”… 이미 현실이 된 불법 소각
전남도에 따르면 지난해 불법 소각 적발: 141건 / 3,190만 원, 올해(1월 기준): 8건 / 189만 원, 불법 소각은 여전히 반복되고 있으며, 이번 대책은 이를 근절하기 위한 강력한 경고다.

■ “산불은 재난이 아니라 예방 실패다”
김정섭 전남도 환경산림국장은 “봄철은 작은 불씨도 대형 산불로 번질 수 있는 가장 위험한 시기”라며 “산림 인접 지역 소각 행위를 절대 금지하고, 산행 시 인화물질을 소지하지 않는 등 예방 수칙을 반드시 지켜달라.”고 강조했다.

■ 결론: 이제는 ‘관행’이 아니라 ‘범죄’다
이번 조치는 단순한 계도 수준이 아니다.
전남도는 불법 소각을 더 이상 관행이 아닌 명백한 범죄 행위로 규정하고 있다.

Jeollanam-do has launched a zero-tolerance response to the heightened risk of large-scale wildfires during the spring season.
Facing the harsh reality that a single spark can devastate hundreds of hectares, the province has made it clear: negligence and long-standing practices will no longer be tolerated.
The province announced that it will operate a “Spring Large-Scale Wildfire Special Countermeasure Period” for 37 days, from March 14 to April 19, strengthening both preventive measures and on-site response while intensifying crackdowns on illegal burning.
■ “Half of Wildfires Occur in Spring”… Damage Concentrated in March–April
According to data from the past decade, 46% of all wildfires occur in spring, with 96% of the total burned area concentrated in March and April.
In particular, the 2023 Songgwang wildfire in Suncheon (188ha) and the Daedong wildfire in Hampyeong (681ha) both occurred on the same day, leaving significant damage and underscoring the severity of spring wildfire risks.
This year, the risk is expected to increase further due to dry weather, strong winds, and the overlap with local election season, creating compounded risk factors.
■ “No Safe Hours”… Full-Scale Nighttime Response System
To eliminate blind spots in wildfire response, Jeonnam has strengthened its time-based deployment strategy:
집중 배치 of personnel during high-risk afternoon to sunset hours
Formation of 28 rapid-response night wildfire teams (179 personnel)
Field response maintained until 10 PM
Nighttime wildfires, in particular, can escalate into large disasters if initial response fails, making preemptive 대응 a core strategy.
■ “Sky, Roads, and Ground Under Watch”… Expanded Surveillance Network
The wildfire monitoring system is being upgraded into a multi-layered surveillance network:
Deployment of “Jeonnam San-Ae (Mountain Love) Watchers”, including delivery drivers and taxi drivers
Expanded drone monitoring for hard-to-access areas
Intensive inspections of firewood boilers, solar facilities, and forest-adjacent zones
By incorporating everyday mobile workers into monitoring efforts, Jeonnam is effectively building a citizen-participatory surveillance system.
■ “Helicopters First”… Preemptive Fire Suppression Strategy
Response speed is also being significantly enhanced:
Immediate deployment of provincial leased helicopters
Strengthened joint response with Korea Forest Service and fire authorities
Integrated suppression cooperation with police, military, and forestry cooperatives
Since the first 30 minutes determine the scale of damage, rapid preemptive deployment is critical.
■ “Illegal Burning = Punishment”… Fines Doubled, Criminal Liability Enforced
The centerpiece of this policy is strict enforcement:
Illegal burning fines:
→ Increased from 1 million KRW to 2 million KRW (doubled)
If a wildfire occurs:
→ Up to 3 years imprisonment or 30 million KRW in fines
Even accidental fires are subject to criminal punishment, reinforcing a strict zero-tolerance principle.
On weekends and holidays, a special mobile enforcement team of 90 personnel from six departments will conduct intensive crackdowns.
■ “141 Cases Detected”… Illegal Burning Still Widespread
According to Jeonnam Province:
Last year: 141 cases / 31.9 million KRW in fines
This year (as of January): 8 cases / 1.89 million KRW
Illegal burning continues to persist, making this policy a strong warning aimed at eradication.
■ “Wildfires Are Not Natural Disasters, But Failures of Prevention”
Kim Jeong-seop, Director of the Environment and Forestry Bureau, stated:
“Spring is the most dangerous season, where even a small spark can lead to a large wildfire.
Burning agricultural waste near forests must be strictly prohibited, and people must follow wildfire prevention rules, including not carrying flammable materials during hiking.”
