지금 해남군의회는 ‘군민펀드 조성 및 운영에 관한 조례안’ 최종 의결을 앞두고 있다.
이 조례는 단순한 투자 제도를 만드는 행정 절차가 아니다.
해남의 에너지를 해남군민의 자산으로 바꾸는 역사적 선언이다.
그동안 대한민국의 재생에너지 개발 구조는 명확했다.
발전소는 지역에 들어서지만 이익은 외부 자본이 가져가는 구조였다.
농촌은 땅을 내주고, 경관을 내주고, 갈등까지 감당했지만 정작 경제적 이익은 지역에 남지 않았다.
이 구조를 바꾸지 않는 한 재생에너지 확대는 지역에서 언제든지 갈등과 저항을 낳을 수밖에 없다.
그래서 등장한 해법이 ‘군민펀드’다.
해남군이 추진하는 군민펀드는 군민이 직접 신재생에너지 사업에 투자하고 그 수익을 함께 나누는 커뮤니티 펀드다.
해남에 주민등록을 둔 군민은 물론 지역 법인과 단체, 금융기관까지 참여할 수 있다.
투자 대상 역시 명확하다.
10MW 이상의 신재생에너지 발전사업, 그리고 일정 규모 이상의 주민참여형 지역개발사업 가운데 수익 구조와 위험 요소가 명확한 사업에 한해 투자된다.
운영 역시 철저한 안전장치를 갖춘다.
전문 금융기관 공모를 통해 운용기관을 선정하고 운용 현황과 수익률은 반기마다 공개된다.
정기 회계감사를 통해 군민 자산 관리의 투명성도 확보한다.
이것은 단순한 투자 상품이 아니다.
에너지 개발의 주인이 지역 주민이 되는 구조다.
이미 신안군이 재생에너지 이익 공유 정책으로 전국적인 주목을 받았다.
하지만 해남의 구상은 여기서 한 걸음 더 나아간다.
군민펀드와 함께 재생에너지 전담 ‘에너지 주식회사’ 설립이 추진되고 있다.
내년 초 출범을 목표로 하는 이 회사는 재생에너지 개발을 공공이 주도하는 체계를 만들게 된다.
여기에 더해 해남은 이미 거대한 에너지 지도를 그리고 있다.
산이면과 마산면 간척지에는 400MW 규모의 대규모 재생에너지 단지가 조성되고 있다.
이 전력은 솔라시도 RE100 산업단지, 그리고 AI 데이터센터 등 첨단 산업에 공급될 예정이다.
여기에 더해 국가 AI 컴퓨팅센터, 해상풍력 산업 기반 구축, 대규모 재생에너지 프로젝트까지 맞물리면서 해남은 빠르게 대한민국 에너지 전환의 핵심 거점으로 떠오르고 있다.
여기에 또 하나의 축이 있다.
바로 ‘햇빛소득마을’이다.
해남군은 100개 마을을 목표로 주민이 직접 참여하는 태양광 수익 모델을 추진하고 있다.
마을 단위의 수익 구조와 군민펀드를 통한 투자 구조가 결합되면 마을 → 군민 → 산업단지로 이어지는 새로운 에너지 경제 생태계가 만들어질 수 있다.
이것은 단순한 에너지 정책이 아니다.
지역경제 구조 자체를 바꾸는 전략이다.
해남은 지금까지 농업의 도시였다.
그러나 앞으로는 여기에 하나가 더 붙는다.
에너지의 도시.
햇빛과 바람은 해남에 무한히 존재한다.
이제 중요한 질문은 이것이다.
“그 에너지의 주인이 누구인가.”
외부 기업인가.
아니면 지역 주민인가.
군민펀드 조례는 그 질문에 대한 해남의 답이다.
“에너지는 군민의 것이다.”
명현관 군수는 “해남의 가장 소중한 자원인 에너지를 공공이 주도해 개발하고 그 결실을 군민 모두가 나누는 해남형 에너지 순환체계를 완성하겠다.”고 밝혔다.
이 비전이 현실이 된다면 해남은 단순한 재생에너지 생산지를 넘어 대한민국 최초의 ‘에너지 기본소득 도시’가 될 수 있다.
지금 대한민국 지방은 인구 감소와 산업 침체라는 거대한 파도 앞에 서 있다.
그러나 위기는 언제나 새로운 기회를 품고 있다.
해남이 그 기회를 잡을 수 있을지는 지금의 선택에 달려 있다.
군민펀드 조례는 단순한 조례가 아니다.
해남의 미래 산업 구조를 바꾸는 첫 번째 문장이다.
그리고 그 문장은 이렇게 시작된다.
“햇빛은 해남의 석유다.”

The Citizens’ Fund Ordinance: A Historic Choice Opening the Era of Energy Basic Income
Haenam now stands before the door to a new era.
The key that can open that door is surprisingly simple: sunlight.

The Haenam County Council is currently preparing to make a final decision on the “Ordinance on the Creation and Operation of the Citizens’ Fund.”
This ordinance is not merely an administrative procedure to create an investment system.
It is a historic declaration that will transform Haenam’s energy into the assets of Haenam’s citizens.
Until now, the structure of renewable energy development in Korea has been clear.
Power plants are built in local communities, but the profits are taken by outside capital.
Rural regions provided the land, sacrificed their landscapes, and endured social conflicts—yet the economic benefits rarely remained in the community.
Unless this structure changes, renewable energy expansion will inevitably continue to generate conflict and resistance in local regions.
This is why the concept of the “Citizens’ Fund” has emerged as a solution.
The Citizens’ Fund promoted by Haenam allows residents to directly invest in renewable energy projects and share in the profits.
Participation is open not only to residents registered in Haenam but also to local corporations, organizations, and financial institutions.
The investment targets are clearly defined.
Projects include renewable energy generation projects of 10MW or larger and resident-participation regional development projects of a certain scale—provided their revenue structures and risk factors are clearly identified.
The operation system also includes strong safeguards.
A professional financial institution will be selected through an open bidding process, and operational performance and returns will be disclosed every six months.
Regular financial audits will ensure transparency in the management of citizens’ assets.
This is not simply an investment product.
It is a structure in which local residents become the owners of energy development.
Shinan County has already drawn nationwide attention for its renewable energy profit-sharing model.
However, Haenam’s plan goes one step further.
Along with the Citizens’ Fund, the county is also pushing forward the creation of a dedicated “Energy Corporation.”
Scheduled to launch early next year, this company will establish a system in which public institutions lead renewable energy development.
Meanwhile, Haenam is already drawing a massive energy map.
A 400MW large-scale renewable energy complex is currently being developed in the reclaimed lands between Sani-myeon and Masan-myeon.
The electricity produced here is expected to supply the Solar City RE100 industrial complex and AI data centers, supporting the growth of advanced industries.
In addition, the development of the National AI Computing Center, the construction of offshore wind industry infrastructure, and other large-scale renewable energy projects are rapidly positioning Haenam as a key hub of Korea’s energy transition.
There is another important pillar in this vision: the “Sunlight Income Villages.”
Haenam aims to establish 100 villages where residents directly participate in solar power revenue models.
If village-level revenue structures are combined with investment through the Citizens’ Fund, a new energy economic ecosystem could emerge—linking villages → citizens → industrial complexes.
This is not merely an energy policy.
It is a strategy to transform the very structure of the regional economy.
Until now, Haenam has been known as a city of agriculture.
But in the future, another identity will be added:
A city of energy.
Sunlight and wind exist in abundance in Haenam.
The crucial question now is simple:
Who owns that energy?
Is it outside corporations?
Or is it the local residents?
The Citizens’ Fund ordinance represents Haenam’s answer:
“Energy belongs to the citizens.”
Governor Myung Hyun-gwan stated,
“We will complete a Haenam-style energy circulation system in which public institutions lead the development of energy—one of Haenam’s most valuable resources—and share the benefits with all residents.”
If this vision becomes reality, Haenam could go beyond being a renewable energy production site and become Korea’s first “Energy Basic Income City.”
Across Korea today, local regions are facing powerful waves of population decline and industrial stagnation.
Yet every crisis contains the seeds of opportunity.
Whether Haenam can seize that opportunity depends on the choices made today.
The Citizens’ Fund ordinance is not just another local regulation.
It is the first sentence in rewriting Haenam’s future industrial structure.
And that sentence begins like this:
“Sunlight is Haenam’s oil.”
