전라남도의 대표 현장형 복지 정책인 ‘우리동네 복지기동대’의 활동 성과와 감동적인 현장 이야기를 한눈에 볼 수 있는 사례집이 발간됐다.

전라남도는 복지 사각지대 해소를 위해 활동하는 복지기동대의 우수 사례를 담은 ‘2025 우리동네 복지기동대 우수사례집’을 발간했다고 밝혔다.

2019년 출범한 우리동네 복지기동대는 도민 생활 속 작은 불편부터 위기가구 발굴까지 현장에서 해결하는 전남형 생활밀착 복지 모델이다.
지난해까지 31만4천 가구를 지원하며 취약계층의 생활 불편 해소와 위기가구 선제 대응에 큰 역할을 해왔다.

복지기동대는 전등 교체, 보일러 수리, 주거환경 정비 등 주민의 일상 속 문제를 직접 해결하는 활동을 통해 “가장 가까운 곳에서 가장 빠르게 움직이는 복지 안전망”으로 자리 잡았다는 평가를 받고 있다.
이번 사례집은 지난해에 이어 두 번째로 발간된 것으로, 복지기동대의 현장 중심 활동을 기록하고 지역 복지 안전망 강화 사례를 도민과 공유하기 위해 제작됐다.

특히 동신대학교 라이즈(RISE)센터와 협력해 기획·발간함으로써 현장의 경험을 정책적·학술적으로 재조명하고 복지기동대 활동 확산 기반을 강화한 것이 특징이다.
사례집에는 전남 곳곳에서 펼쳐진 감동적인 현장 사례 총 27건이 수록됐다.

대표 사례로는
화순군 : 산속에서 홀로 생활하던 어르신을 발굴해 맞춤 돌봄서비스로 연계
해남군 : 저장강박으로 일상 유지가 어려운 가구에 대한 통합 복지 지원
완도군 : 고립된 생활을 하던 중장년 남성을 발굴해 주거환경 개선과 자활 프로그램 연계 등 복지 사각지대를 찾아내 삶의 변화를 이끌어낸 현장 활동이 소개됐다.

또한 사례집에는 2025년 ‘전남새뜸’에 연재된 ‘칭찬 릴레이’ 우수 기동대원 13명의 인터뷰도 함께 담겼다.

대원들은 인터뷰에서 “어르신 한 분 한 분이 부모님과 같다.”
“복지기동대 활동이 삶의 보람이다.”라고 말하며 현장에서 묵묵히 봉사하는 복지기동대의 책임감과 사명감을 전했다.

정광선 전남도 보건복지국장은 “복지기동대는 도민에게 든든한 울타리가 되고 있다”며 “이번 사례집이 복지기동대 활동을 전국으로 확산하고 더 많은 이웃에게 희망을 전하는 계기가 되길 바란다.”고 말했다.

한편 전라남도는 사례집을 시군과 읍면동, 전남도의회, 전남사회서비스원 등 유관기관에 배포해 정책 참고 자료와 현장 교육 자료로 활용할 계획이다.

A casebook showcasing the achievements and touching field stories of Jeonnam Province’s community-based welfare initiative, “Our Neighborhood Welfare Task Force,” has been published.
Jeollanam-do announced that it has released the “2025 Our Neighborhood Welfare Task Force Best Practices Casebook,” which highlights outstanding examples of field activities aimed at addressing welfare blind spots.
Launched in 2019, the Welfare Task Force is a Jeonnam-style community-based welfare model that solves everyday problems for residents while proactively identifying and assisting households in crisis.
As of last year, the program has supported 314,000 households, playing a significant role in resolving daily inconveniences for vulnerable residents and detecting at-risk households before their situations worsen.
The Welfare Task Force provides practical services such as replacing light bulbs, repairing boilers, and improving housing conditions, addressing issues that directly affect residents’ daily lives. Through these activities, it has been widely recognized as “the closest and fastest-moving safety net in the community welfare system.”
This casebook marks the second publication following last year’s edition. It was produced to document field-based welfare activities and share successful efforts to strengthen local welfare safety networks with the public.
Notably, the casebook was planned and published in collaboration with the RISE Center of Dongshin University, highlighting field experiences from both academic and policy perspectives and further strengthening the foundation for expanding the Welfare Task Force model.
The publication contains 27 inspiring case studies from across Jeonnam.
Representative examples include:
Hwasun County: Discovering an elderly person living alone in a mountain area and connecting them with customized care services
Haenam County: Providing integrated welfare support to a household struggling with hoarding that made daily life difficult
Wando County: Identifying a socially isolated middle-aged man and linking housing improvement efforts with self-reliance programs
These cases illustrate how frontline welfare workers identify hidden welfare gaps and help transform people’s lives.
The casebook also features interviews with 13 outstanding task force members who participated in the 2025 “Praise Relay” series published in Jeonnam Saetteum.
In the interviews, members shared heartfelt reflections such as:
“Every elderly resident feels like a parent to us.”
“Serving in the Welfare Task Force gives meaning to my life.”
Their stories convey the dedication and strong sense of responsibility shown by volunteers working quietly on the front lines of community welfare.
Jeong Gwang-seon, Director of the Health and Welfare Bureau of Jeonnam Province, said,
“The Welfare Task Force has become a reliable support system for our residents. We hope this casebook will help expand the initiative nationwide and deliver hope to even more neighbors in need.”
Meanwhile, Jeonnam Province plans to distribute the casebook to cities and counties, township and neighborhood offices, the Jeonnam Provincial Council, the Jeonnam Social Service Institute, and other related organizations, where it will be used as a policy reference and field training material.
