우체국 집배원이 단순한 우편 전달을 넘어 위기가구의 생명을 지키는 ‘복지 파수꾼’ 역할에 나선다.

전라남도는 행정안전부가 추진하는 ‘2026 안부살핌 우편서비스 사업’ 공모에 나주시·보성군·담양군·장흥군·강진군·해남군 등 6개 시군이 선정됐다고 밝혔다.

‘안부살핌 우편서비스’는 시군과 지역 우체국이 협력해 위기가구를 발굴하고 고독사를 예방하기 위한 현장형 복지 사업이다.

사업이 본격적으로 시행되면 집배원이 월 2회 이상 대상 가구를 직접 방문해 안부를 확인하고, 건강 상태와 생활 상황을 점검한다.
방문 과정에서 위기 징후가 발견될 경우 즉시 지자체에 전달해 복지서비스를 연계하는 방식이다.

지원 대상은 중장년 1인 가구, 사회적 고립 청년, 조손가구 등 사회적 고립 위험이 높은 취약계층이다.
또한 방문 시 생필품 전달과 안부 확인을 동시에 진행해 단순 점검을 넘어 실질적인 생활 지원까지 이루어질 예정이다.

올해 사업에는 총사업비 1억 8천만 원이 투입된다.
특히 장흥군·강진군·해남군은 지난해에 이어 재선정되며 사업의 지속성을 확보했고, 나주시·보성군·담양군은 새롭게 참여해 복지 안전망이 전남 전역으로 확대됐다.

전남도는 참여 시군과 지역 우체국 간 협력 체계를 강화하고 지속적인 모니터링을 통해 현장에서 위기 징후를 조기에 발견하는 촘촘한 복지 시스템을 구축한다는 계획이다.

김승희 전남도 사회복지과장은 “우체국의 촘촘한 인적 네트워크를 활용한 안부살핌 우편서비스는 현장에서 위기 징후를 가장 빠르게 발견할 수 있는 효과적인 복지 안전망”이라며 “올해 6개 시군으로 확대된 만큼 더욱 촘촘한 복지 체계를 구축해 따뜻한 복지 전남을 실현하겠다.”고 말했다.

전문가들은 고독사가 사회 문제로 떠오르는 상황에서 지역 기반 인적 네트워크를 활용한 ‘생활 밀착형 복지 모델’이 실질적인 예방 효과를 낼 것으로 기대하고 있다.

Postal workers are stepping beyond simply delivering mail to serve as “community guardians” protecting the lives of vulnerable residents.
Jeollanam-do Province announced that six counties and cities—Naju, Boseong, Damyang, Jangheung, Gangjin, and Haenam—have been selected for the Ministry of the Interior and Safety’s 2026 “Care Mail Service” project.
The Care Mail Service is a field-based welfare initiative in which local governments cooperate with regional post offices to identify households at risk and prevent lonely deaths.
Once the program begins in full, postal workers will visit designated households at least twice a month to check on residents’ well-being and assess their health and living conditions.
If any signs of crisis are detected during the visit, the information will immediately be reported to the local government so that welfare services can be connected promptly.
The program targets socially vulnerable groups at risk of isolation, including:
middle-aged single-person households,
socially isolated young adults,
and grandparent-headed households.
During visits, daily necessities will also be delivered along with welfare checks, providing practical support that goes beyond simple monitoring.
A total project budget of 180 million won will be invested this year.
Notably, Jangheung, Gangjin, and Haenam counties were reselected following last year’s program, ensuring continuity, while Naju, Boseong, and Damyang joined the project for the first time, expanding the welfare safety net across the province.
Jeollanam-do plans to strengthen cooperation between participating local governments and regional post offices and conduct continuous monitoring to build a more comprehensive welfare system capable of detecting early signs of crisis in the community.
Kim Seung-hee, Director of Social Welfare at Jeollanam-do, said:
“Using the extensive human network of postal services, the Care Mail Service can quickly detect warning signs of crisis on the ground. With the program expanded to six counties and cities this year, we will further strengthen the welfare safety net and realize a warmer, more inclusive welfare system in Jeonnam.”
Experts believe that as lonely deaths become an increasing social concern, a community-based welfare model utilizing local human networks could play a meaningful role in prevention.
