김영록 전라남도지사가 행정통합의 본질을 ‘산업 유치’로 규정하며, 7월 출범을 앞둔 전남광주통합특별시의 구체적 실행 로드맵 마련을 공식화했다.
김 지사는 3일 전라남도청 서재필실에서 열린 실국 정책회의에서 “행정통합의 제1 과제는 산업 유치”라며 “전남·광주가 모두 잘 살 수 있도록 어느 지역, 어느 계층도 소외되지 않는 성장 구조를 만들겠다.”고 강조했다.
그는 “특별법 제정은 온 시도민이 함께 일군 역사적 쾌거”라며 “7월 통합특별시 출범 이후 단 한 치의 행정 혼선도 없도록 구체적인 통합 추진 로드맵을 완성하라”고 지시했다.
■ Y4-노믹스… 청년 일자리 중심 산업 재편
김 지사는 통합특별시의 성장 전략으로 ‘Y4-노믹스’를 재확인했다.
‘Y’는 젊은 세대(Younger)를 뜻하는 동시에, 산업을 전남·광주로 집중시켜 성장축을 세운다는 의미를 담고 있다.
육성 분야는 반도체, AI, 로봇, 에너지, 이차전지, 수소 등 첨단 전략산업과 농수축산업, 문화관광산업까지 망라한다.
김 지사는 “청년에게 양질의 일자리를 주지 못하면 통합의 의미도 없다”며 “산업이 곧 통합의 성패를 가른다.”고 못 박았다.
■ “남부권 반도체벨트, 통합특별시가 답”
특히 반도체 산업을 핵심 카드로 제시했다.
김 지사는 “대통령이 언급한 ‘남부권 반도체벨트’는 실현 공간이 필요하다”며 “통합특별시는 수도권 1극 체제를 넘어 지방 주도 성장판을 바꾸는 전략 거점”이라고 밝혔다.
이어 “반도체 산업 유치가 임박했다”며 “전남·광주가 더 이상 낙후의 대명사로 불리지 않도록 판을 완전히 바꾸겠다.”고 자신했다.
■ GRDP 전국 4위… “이제 1~2위 넘본다”
민선 7·8기 경제 성과도 제시했다.
전남은 2024년 기준 1인당 총생산 전국 4위, 1인당 개인소득 전국 8위를 기록하며 과거 ‘경제 꼴찌’ 이미지를 벗어났다는 설명이다.
김 지사는 “통합특별시는 1~2위를 넘보는 수준으로 도약해야 한다.”며 “반도체 산업이 자리 잡으면 전국 1위도 가능하다.”고 전망했다.
■ 관광·섬·SOC 국가격상 병행 추진
이와 함께 지방 주도 관광산업 대전환, 2026 여수세계섬박람회와 연계한 ‘섬 반값여행’ 추진, 지방도의 국도 승격 및 지방어항의 국가어항 승격 지속 건의 등도 병행 과제로 제시했다.
김 지사는 “행정통합은 권력 통합이 아니라 경제 통합”이라며 “산업과 일자리, 그리고 청년을 중심에 둔 통합으로 시도민이 체감하는 변화를 반드시 만들어내겠다.”고 거듭 강조했다.

Y4-Nomics to Create Youth Jobs… “Jeonnam and Gwangju Aiming for Top-Tier Economy”
Kim Young-rok, Governor of Jeollanam-do, has defined industrial attraction as the essence of administrative integration, officially launching preparations for a detailed implementation roadmap ahead of the July inauguration of the Jeonnam–Gwangju Integrated Metropolitan Government.
At a senior policy meeting held on March 3 at the provincial office, Governor Kim stated, “The foremost task of administrative integration is attracting industry,” adding, “We will build a growth structure in which no region and no social group is left behind, ensuring that both Jeonnam and Gwangju prosper together.”
Calling the passage of the Special Act “a historic achievement accomplished by all residents,” he instructed officials to finalize a concrete integration roadmap to prevent even the slightest administrative confusion following the July launch.
■ Y4-Nomics: Industrial Restructuring Centered on Youth Employment
Governor Kim reaffirmed “Y4-Nomics” as the core growth strategy of the integrated metropolitan government.
The “Y” stands for Younger generations, while also symbolizing the funneling of key industries into Jeonnam and Gwangju to build a concentrated growth axis.
Strategic sectors include semiconductors, AI, robotics, energy, secondary batteries, hydrogen, as well as agriculture, fisheries, livestock, and cultural tourism.
“If we fail to provide quality jobs for young people, integration itself loses meaning,” Kim emphasized. “Industry will determine the success or failure of integration.”
■ “Southern Semiconductor Belt — The Integrated City Is the Answer”
Semiconductors were highlighted as the centerpiece of the industrial strategy.
Referring to the President’s mention of a “Southern Semiconductor Belt,” Kim said, “Such a vision requires a concrete implementation space. The integrated metropolitan government will serve as a strategic base to overcome the Seoul-centric structure and shift toward region-led growth.”
He added that semiconductor investment is drawing near and expressed confidence that its establishment in Jeonnam and Gwangju would fundamentally transform the long-standing narrative of regional underdevelopment.
■ GRDP Now 4th Nationwide… “Aiming for Top Two”
Governor Kim also presented economic achievements from his 7th and 8th terms.
As of 2024, Jeonnam ranks 4th nationwide in per capita Gross Regional Domestic Product (GRDP) and 8th in per capita personal income, marking a significant improvement from its former image as an economic laggard.
“The integrated metropolitan government must aim for the top two nationwide,” he said. “With semiconductor industry growth, even first place is within reach.”
■ Tourism, Islands, and National Infrastructure Upgrades in Parallel
Additional priority initiatives include:
A region-led transformation of the tourism industry
A “Half-Price Island Travel” campaign aligned with the 2026 Yeosu World Island Expo
Continued proposals to upgrade provincial roads to national highways and local fishing ports to national ports
“Administrative integration is not about consolidating power — it is about consolidating economic strength,” Governor Kim concluded. “By placing industry, jobs, and youth at the center, we will deliver tangible change that residents can truly feel.”
