완도해양경찰서(서장 김태환)가 최근 김 가격 상승을 틈탄 무허가 양식시설 설치와 불법 임대 행위에 대해 강도 높은 집중 단속에 돌입한다.
완도해경은 2월 23일부터 4월 30일까지 약 두 달간 무면허 양식과 양식업권 불법 임대차, 공유수면 내 불법 해양시설물 설치 행위 등을 집중 점검한다고 밝혔다.
특히 무단으로 시설을 설치한 뒤 이를 타인에게 빌려주고 임대료 명목의 대가를 챙기는 이른바 ‘공유수면 사유화’ 행위를 근절하는 데 수사력을 모을 방침이다.
앞서 서해지방해양경찰청 주관으로 2025년 11월 17일부터 2026년 1월 31일까지 약 11주간 불법 해양시설 특별 단속이 실시돼 무허가 김 양식시설 설치 등 총 32명이 적발된 바 있다.
특별단속 종료 이후에도 완도해경은 허가 없이 시설물을 설치한 뒤 그 권리를 타인에게 임대해 부당이득을 취하는 사례가 존재한다는 정보를 확보하고, 사실관계 확인에 착수했다.
해경은 이 같은 불법 임대 행위가 국가 소유 공유수면의 사유화, 해상 교통안전 저해, 정상 조업 어업인 피해 초래 등 중대한 문제를 야기한다고 판단하고 있다.
이번 단속의 중점 점검 사항은 다음과 같다.
▲무면허 양식 행위
▲양식업권 불법 임대차
▲공유수면 내 불법 해양 시설물 설치
▲양식장 관리선 미지정 운항 등 완도해경은 수사과를 중심으로 전담 인력을 편성하고, 형사기동정과 경비함정을 투입해 해상과 육상을 병행 단속할 계획이다. 위법사항이 확인될 경우 관련 법령에 따라 엄정 조치한다는 방침이다.
완도해경 관계자는 “국가의 자산인 바다에 무허가 시설물을 설치하고 임대 수익까지 챙기는 불법행위에 대해 철저히 수사하겠다.”며 “법의 사각지대를 노린 지능적 불법을 선제적으로 차단해 선량한 어민의 생업을 보호하겠다.”고 밝혔다.
김 가격 상승 국면 속에서 벌어지는 불법 양식과 공유수면 사유화 문제를 근본적으로 차단할 수 있을지, 이번 단속의 실효성에 지역 어업계의 이목이 쏠리고 있다.

“The Sea Is Not Private Property”… Crackdown on Illegal Laver Farms and Unauthorized Leasing
Wando Coast Guard launches intensive enforcement from Feb. 23 to Apr. 30, pledging stern action against the privatization of public waters
완도해양경찰서 (Chief Kim Tae-hwan) has announced a high-intensity crackdown on the installation of unauthorized laver (seaweed) aquaculture facilities and illegal leasing practices that have emerged amid soaring laver prices.
According to the Wando Coast Guard, a two-month intensive enforcement campaign will run from February 23 to April 30, targeting unlicensed aquaculture operations, illegal leasing or transfer of aquaculture rights, and the installation of unauthorized marine structures within public waters.
In particular, authorities will focus on so-called “privatization of public waters,” in which individuals illegally install facilities and then lease them to others to collect rental fees.
Previously, under the supervision of the 서해지방해양경찰청, a special crackdown on illegal marine facilities was conducted for approximately 11 weeks from November 17, 2025, to January 31, 2026. During that operation, 32 individuals were apprehended for offenses including the installation of unauthorized laver farming facilities.
Despite the conclusion of that special enforcement, the Wando Coast Guard identified intelligence suggesting that some individuals continued to install facilities without permits and lease them to others for illicit profit. Authorities have since launched investigations to verify the facts.
The Coast Guard stated that such illegal leasing activities effectively privatize state-owned public waters, threaten maritime traffic safety, and cause damage to law-abiding fishermen engaged in legitimate operations.
The main areas of focus for this crackdown include:
Unlicensed aquaculture activities
Illegal leasing or transfer of aquaculture rights
Installation of unauthorized marine facilities in public waters
Operation of aquaculture management vessels without proper designation
The Wando Coast Guard plans to deploy dedicated investigative personnel from its Criminal Investigation Division, along with rapid-response patrol boats and larger patrol vessels, to conduct coordinated inspections both at sea and on land. Any violations identified will be dealt with strictly in accordance with relevant laws and regulations.
A Coast Guard official stated, “We will thoroughly investigate illegal acts that involve installing unauthorized facilities in state-owned waters and profiting from illegal lease income. We will proactively block sophisticated attempts to exploit legal loopholes and protect the livelihoods of honest fishermen.”
As laver prices continue to rise, attention is now focused on whether this enforcement campaign can fundamentally curb illegal aquaculture practices and the privatization of public waters in the region.
