『해남愛 미래 공감 투어』
해남군이 옥천면을 시작으로 군정보고회를 본격 개최하며, 지난 성과를 공유하고 해남의 100년 미래를 책임질 대형 성장 전략을 군민 앞에 제시했다.
이번 군정보고회에서 해남군은 먼저 지방행정 1조원 시대의 안정적 정착이라는 의미 있는 성과를 강조했다.
특히 행정안전부 재정집행 평가 7회 연속 전국 1위라는 기록은 계획 수립에 그치지 않고 실제 집행과 현장 성과로 이어진 해남군 행정 역량을 입증하는 대목이다.
군은 그동안 생활 기반시설 신축과 정주여건 개선, 새로운 관광시설 개통 등을 통해 군민 삶의 질을 높이는 데 주력해왔다. 동시에 소통과 공감을 바탕으로 한 신뢰 행정 구현, 해남형 ESG 정책을 통한 군민 참여 확대 등 행정 패러다임 전환에도 속도를 내고 있다.
■ “방치하면 국가적 손실”… 솔라시도, 더 이상 미룰 수 없다
이날 보고회에서 가장 주목받은 대목은 솔라시도 개발에 대한 강력한 문제의식과 구체적 실행 계획이다.
군은 “솔라시도를 방치할 경우, 골프장 중심으로 한 화원 오시아노 관광지와 같은 한계를 반복하게 된다.”며, 이는 단순히 지역 차원의 문제가 아니라 국가적 손실로 이어질 수 있다고 강조했다.
실제로 2018년 민선7기 취임당시 솔라시도 일대에는 하수종말처리장조차 없는 열악한 기반 여건이었고, ‘땅 끝’이라는 거리 인식 탓에 중소기업조차 접근하지 않는 구조적 한계가 존재했다는 점도 함께 언급됐다.
■ RE100·AI·해양레저… 국가 전략급 프로젝트 본격화
해남군은 이러한 한계를 돌파하기 위해 솔라시도를 재생에너지 기반 RE100 산업단지로 전환하는 전략을 추진 중이다.
광주은행 지분 참여(전라남도 지분)와 함께 50만 평 규모의 자체 지정 RE100 산단을 추진하고 있으며, 2030년 변전소 예약 완료로 전력 인프라 기반도 마련했다.
특히 실리콘밸리와의 협약, 국책사업 반영, 생활환경특별법 조성 추진 등은 솔라시도를 단순 개발이 아닌 국가 전략 산업 거점으로 끌어올리기 위한 핵심 포석으로 평가된다.
오는 10월 10일에는 골프장 부지를 산업단지로 전환하는 계획 발표도 예정돼 있으나, 군은 “아직 산단 지정은 완료되지 않은 상태”라며 신중하지만 속도감 있는 추진 의지를 분명히 했다.
■ AI 슈퍼클러스터·해상풍력·산단… 10만 인구 유입 목표
미래 성장 동력의 핵심으로는 AI 슈퍼클러스터 허브 조성이 제시됐다.
2028년까지 GPU 1만5천 장, 2030년에는 3만5천 장 규모의 확보로 AI 데이터센터가 단계적으로 구축될 계획이다.
이와 함께 화원산단 조성, 해상풍력 배후단지 구축, 솔라시도 해양레저 관광거점 조성 등이 연계 추진되며, LS전선의 화원 산단 입주를 비롯해 카카오, 네이버, 삼성SDS, 한화 등 국내 대표 대기업들의 참여도 가시화되고 있다.
군은 이러한 산업 집적 효과를 통해 10만 인구 유입이라는 중장기 목표를 제시했다.
■ 농수산업 고소득 구조 전환… 연구·가공·유통까지
농수산업 분야에서도 단순 생산을 넘어 고부가가치 산업 구조 전환이 본격 추진된다.
국립농식품 기후변화대응센터 유치, 전남과수연구소, 농업연구단지 조성으로 미래농업 기반을 다지고, 김치 가공 산업 육성, 수산양식 기자재 클러스터 조성 등 신 성장 산업도 함께 키운다.
또한 농특산물의 온·오프라인 마케팅 다변화를 통해 판로 확대와 농어가 소득 안정에도 집중한다는 방침이다.
■ “지금의 선택이 해남의 100년을 좌우한다.”
해남군 관계자는 “이번 군정보고회는 단순한 성과 보고가 아니라, 해남의 미래를 군민과 함께 설계하는 자리”라며 “지금의 선택과 실행이 해남의 100년을 결정한다는 각오로 모든 역량을 집중하겠다.”고 밝혔다.
옥천면에서 시작된 군정보고회는 앞으로 읍·면을 순회하며 계속될 예정이며, 군은 군민 의견을 적극 반영해 정책 완성도를 높여나갈 계획이다.

County Briefing Begins in Okcheon-myeon, Declaring an All-Out Push for Future Growth Engines
Haenam County has officially launched its countywide policy briefing sessions, beginning in Okcheon-myeon, sharing recent achievements while presenting major growth strategies designed to shape Haenam’s next 100 years before its residents.
At the briefing, the county first highlighted the meaningful achievement of firmly establishing the “KRW 1 trillion local finance era.”
In particular, Haenam County’s record of ranking first nationwide for seven consecutive years in the Ministry of the Interior and Safety’s fiscal execution evaluation demonstrates the county’s administrative capacity—moving beyond planning to tangible execution and on-the-ground results.
Over the years, the county has focused on improving residents’ quality of life through the construction of essential living infrastructure, enhancement of settlement conditions, and the opening of new tourism facilities. At the same time, it has accelerated a paradigm shift in governance by promoting trust-based administration grounded in communication and empathy, and by expanding citizen participation through Haenam-style ESG policies.
■ “If Left Idle, It Becomes a National Loss”… Solar City Can No Longer Be Delayed
One of the most closely watched parts of the briefing was the county’s strong sense of urgency regarding the development of Solar City and its concrete execution plans.
The county warned that “if Solar City is left idle, it will repeat the limitations seen in Hwamwon Osiano Tourist Complex, centered solely around a golf course,” stressing that this would not merely be a local issue but a loss at the national level.
It was also noted that when the 민선 7th administration took office in 2018, the Solar City area lacked even a wastewater treatment facility, and structural limitations—combined with perceptions of geographic remoteness as the ‘end of the land’—discouraged access by even small and medium-sized enterprises.
■ RE100, AI, Marine Leisure—National Strategic Projects Move Forward
To break through these constraints, Haenam County is pursuing a strategy to transform Solar City into a renewable energy–based RE100 industrial complex.
With equity participation from Gwangju Bank (through Jeollanam-do’s stake), the county is 추진ing a self-designated RE100 industrial complex covering approximately 500,000 pyeong, and has secured power infrastructure by completing substation reservations through 2030.
Agreements with Silicon Valley partners, incorporation into national projects, and 추진 of a special law for living environment development are being evaluated as key moves to elevate Solar City beyond a simple development project into a national strategic industrial hub.
On October 10, the county plans to announce a proposal to convert golf course land into an industrial complex. However, officials emphasized a cautious but swift approach, noting that “industrial complex designation has not yet been finalized.”
■ AI Supercluster, Offshore Wind, Industrial Complexes—Targeting an Influx of 100,000 People
The creation of an AI supercluster hub was presented as the core future growth engine.
Plans call for securing 15,000 GPUs by 2028 and expanding to 35,000 GPUs by 2030, enabling the phased construction of AI data centers.
These efforts will be linked with the development of the Hwamwon Industrial Complex, offshore wind power support clusters, and Solar City’s marine leisure tourism hub.
Participation by leading domestic corporations—including LS Cable’s entry into the Hwamwon Industrial Complex, as well as Kakao, Naver, Samsung SDS, and Hanwha—has also become increasingly visible.
Through these industrial agglomeration effects, the county set a mid- to long-term goal of attracting 100,000 new residents.
■ Transforming Agriculture and Fisheries into High-Income Industries—From R&D to Processing and Distribution
In agriculture and fisheries, Haenam County is 추진ing a full-scale shift from simple production to high value-added industrial structures.
By attracting the National Climate Change Response Center for Agro-Food, establishing the Jeonnam Fruit Research Institute, and creating agricultural research complexes, the county aims to lay a foundation for future-oriented agriculture. At the same time, it will foster new growth industries such as kimchi processing and fisheries aquaculture equipment clusters.
The county also plans to stabilize farm and fishery incomes by expanding sales channels through diversified online and offline marketing of local specialty products.
■ “Today’s Choices Will Decide Haenam’s Next 100 Years”
A county official stated, “This county briefing is not merely a report on past achievements, but a forum to design Haenam’s future together with its residents,” adding, “With the determination that today’s choices and execution will determine Haenam’s next 100 years, we will concentrate all our capabilities.”
The county briefings, which began in Okcheon-myeon, will continue in a rotating schedule across towns and townships, with Haenam County planning to actively incorporate residents’ feedback to further refine its policies.
