해남군의회(의장 이성옥)는 30일 제5차 본회의를 끝으로, 11일간 진행된 제349회 임시회 일정을 모두 마무리했다.
이번 임시회는 1월 20일 제1차 본회의를 시작으로 2026년도 군정 주요업무계획 청취 및 질의·답변, 상임위원회별 조례안 및 일반안건 심의, 공유재산관리계획특별위원회 활동 등 군정 전반을 점검하는 일정으로 진행됐다.
군의회는 회기 마지막 날인 30일 제5차 본회의에서 각 위원회 심사 보고를 거쳐 총 14건의 안건을 처리하고 회기를 폐회했다.
조례·일반안건 총 14건 처리… 군정 제도 정비
이번 임시회에서 군의회는 의원발의 조례안 3건과 군수 제출 안건 9건을 원안 가결했으며, 2건은 수정 가결했다.
원안 가결된 의원발의 조례안은
▲해남군 중장년 지원에 관한 조례 일부개정조례안(이상미 의원)
▲해남군 마을방송시스템 설치 등 지원 조례 일부개정조례안(이상미 의원)
▲해남군 소규모 어항 안전관리에 관한 조례안(박종부 의원) 등이다.
또한 군수 제출 안건으로는
▲해남군 지방공무원 복무 조례 일부개정조례안
▲해남군 지방공무원 정원 조례 일부개정조례안
▲해남군 출산정책위원회 운영 조례 일부개정조례안
▲해남군 지체장애인 이동편의지원센터 민간위탁 동의안 등 9건이 원안 가결됐다.
수정 가결된 안건은
▲해남군 각종 위원회 구성 및 운영 조례 전부개정조례안
▲해남군 한우산업 육성 및 땅끝 한우 브랜드 활성화 지원에 관한 조례안(민경매 의원 발의)이다.
농촌 현실 반영 촉구… 농지은행 제도 개선 건의
군의회는 이와 함께 ‘농촌 지속가능성 확보를 위한 농지은행 제도 합리적 개선 촉구 건의안’을 채택했다.
해당 건의안은 김영환 의원이 대표 발의했으며, 농촌 고령화와 경영 여건 변화를 반영한 제도 개선을 정부에 공식 건의하는 내용을 담고 있다.
중장년·마을방송 조례 개정… 생활 밀착형 제도 강화
‘해남군 중장년 지원에 관한 조례 일부개정조례안’은 중장년 단체 및 자율조직에 대한 정의를 신설하고, 지원 근거를 명확히 해 중장년층의 사회참여 확대와 지원체계 강화를 목표로 한다.
‘해남군 마을방송시스템 설치 등 지원 조례 일부개정조례안’은 스마트 마을방송시스템의 정의를 신설하고, 노후 시스템 교체·수리와 관리·운영비 지원 근거를 마련해 주민 생활 편의와 지역사회 안전 강화를 도모했다.
5분 자유발언… “가루 쌀, 농산물이 아닌 산업으로”
안건 처리에 앞서 진행된 5분 자유발언에서 이성옥 의장은 ‘가루쌀 1번지 해남, 이제는 산업으로’를 주제로 발언하며, 전국 최대 수준의 가루 쌀 생산 기반을 갖춘 해남이 단순 재배를 넘어 미래 먹거리 산업으로 도약해야 한다고 강조했다.
이 의장은 “생산 중심 정책에서 가공·유통·산업화로 전환할 때 해남 농업의 지속가능성이 확보된다.”고 밝혔다.
“군정에 충실히 반영되길 기대”
이성옥 의장은 폐회사를 통해 “회기 동안 군정 전반에 대해 심도 있는 논의와 적극적인 의정활동을 펼쳐주신 동료 의원 여러분과, 원활한 회기 운영을 위해 성실히 협조해 주신 관계 공무원 여러분께 감사드린다.”며 “이번 임시회에서 논의된 내용들이 군정에 충실히 반영돼 해남군의 지속 가능한 발전과 군민 삶의 질 향상으로 이어지길 기대한다.”고 말했다.

Haenam County Council Wraps Up 11-Day Extraordinary Session… Comprehensive Review of Ordinances, Administrative Plans, and Agricultural Issues
The Haenam County Council concluded the 349th Extraordinary Session on the 30th with the 5th plenary meeting, bringing to a close an 11-day legislative schedule.
The session began with the 1st plenary meeting on January 20 and featured a broad review of county administration, including hearings on the 2026 major administrative work plans with questions and answers, deliberation of ordinances and general agenda items by standing committees, and activities of the Special Committee on the Management Plan for Public Assets.
On the final day, January 30, the Council processed a total of 14 agenda items following review reports from each committee and formally adjourned the session.
Fourteen Ordinances and General Agenda Items Processed… Institutional Framework Strengthened
During the session, the Council approved three ordinances proposed by council members and nine agenda items submitted by the county mayor as originally drafted, while two items were approved with revisions.
The member-proposed ordinances passed as originally drafted were:
Partial amendment to the Ordinance on Support for Middle-Aged Residents of Haenam County (Rep. Lee Sang-mi)
Partial amendment to the Ordinance on the Installation and Support of Village Broadcasting Systems in Haenam County (Rep. Lee Sang-mi)
Ordinance on Safety Management of Small-Scale Fishing Ports in Haenam County (Rep. Park Jong-bu)
Agenda items submitted by the county mayor and approved as originally drafted included:
Partial amendment to the Ordinance on the Service Regulations of Local Public Officials of Haenam County
Partial amendment to the Ordinance on the Fixed Number of Local Public Officials of Haenam County
Partial amendment to the Ordinance on the Operation of the Haenam County Childbirth Policy Committee
Consent to Private Entrustment of the Haenam County Mobility Support Center for Persons with Physical Disabilities, among a total of nine items
The following two items were approved with revisions:
Full revision of the Ordinance on the Composition and Operation of Various Committees in Haenam County
Ordinance on the Promotion of the Hanwoo Cattle Industry and Support for the Activation of the “Land’s End Hanwoo” Brand (proposed by Rep. Min Gyeong-mae)
Call to Reflect Rural Realities… Proposal for Improvement of the Farmland Bank System
The Council also adopted a resolution urging rational improvements to the Farmland Bank system to ensure the sustainability of rural communities.
The resolution, proposed by Rep. Kim Young-hwan, calls on the central government to reform the system in line with rural aging and changing farming conditions.
Revisions to Middle-Aged Support and Village Broadcasting Ordinances… Strengthening Daily-Life-Oriented Policies
The partial amendment to the Ordinance on Support for Middle-Aged Residents establishes clear definitions for middle-aged organizations and voluntary groups and provides a legal basis for support, aiming to expand social participation and strengthen support systems for the middle-aged population.
The partial amendment to the Ordinance on the Installation and Support of Village Broadcasting Systems introduces a definition for smart village broadcasting systems and sets grounds for supporting the replacement, repair, and operation of aging systems, thereby enhancing residents’ convenience and community safety.
Five-Minute Free Speech… “Rice Flour Must Become an Industry, Not Just a Crop”
Prior to the agenda deliberations, Council Chair Lee Seong-ok delivered a five-minute free speech titled “Haenam, the No. 1 Rice Flour Region—Now Is the Time to Make It an Industry.”
He emphasized that Haenam, which has one of the nation’s largest rice flour production bases, must move beyond simple cultivation and leap toward becoming a future food industry hub.
“Haenam agriculture can only secure sustainability when it shifts from production-centered policies to processing, distribution, and industrialization,” he said.
“Hope the Outcomes Are Fully Reflected in County Administration”
In his closing remarks, Chair Lee stated, “I would like to express my sincere gratitude to fellow council members for their active legislative work and in-depth discussions on county administration throughout this session, and to the relevant public officials for their faithful cooperation in ensuring smooth proceedings.”
He added, “I hope that the matters discussed during this extraordinary session will be faithfully reflected in county administration, leading to sustainable development for Haenam County and an improved quality of life for its residents.”
