전라남도가 고령층과 의료 취약계층을 겨냥한 대상포진 예방접종 지원을 단계적으로 대폭 확대한다.
‘걸리면 늦다’는 인식이 강한 대상포진에 대해, 사전 예방을 공공의 책임으로 끌어올리겠다는 정책 전환이다.

전라남도는 노년층에서 발병률이 높고 극심한 통증과 신경계 합병증을 동반하는 대상포진을 예방하기 위해, 기존 지원 대상에 장애 정도가 심한 장애인을 새롭게 포함시키는 접종 지원 확대 방안을 시행한다고 밝혔다.

대상포진 예방접종은 2018년부터 65세 이상 기초생활수급자와 차상위계층을 대상으로 지원돼 왔다.

전남도는 2026년부터 75세 이상 장애 정도가 심한 장애인까지 지원 대상을 넓히고, 이후 2027년에는 70세 이상, 2028년에는 65세 이상까지 단계적으로 확대할 계획이다.

취약계층 보호를 넘어, 보편적 예방체계로 전환하는 로드맵이다.

접종 대상은 전남에 1년 이상 거주한 주민으로, 신분증과 주민등록등본(또는 초본)을 지참해 도내 22개 시·군 보건소에서 접종할 수 있다.

대상별로는 기초생활수급자는 수급자 증명서, 차상위계층은 차상위계층 확인서, 장애 정도가 심한 장애인은 장애인 증명서를 추가로 제출해야 한다.
백신은 생백신과 사백신 모두 지원된다.

기초생활수급자와 차상위계층은 생백신을 전액 무료로 접종받을 수 있다.

다만, 기초생활수급자·차상위계층이 아닌 장애 정도가 심한 장애인의 경우 생백신 접종 시 시행비 2만 원을 본인이 부담한다.
사백신은 2회 접종 기준 최대 10만 원까지 지원되며, 이를 초과하는 비용은 개인 부담이다.

전남도는 문자 안내, 가정 통신문, 마을 방송 등 생활 밀착형 홍보 채널을 총동원해 접종 참여를 독려할 방침이다. 특히 고령자와 장애인 가구를 중심으로 한 선제 안내에 행정력을 집중한다.

정광선 전남도 보건복지국장은 “대상포진은 예방접종 효과가 매우 높은 질환으로, 고령층과 취약계층일수록 사전 예방이 무엇보다 중요하다”며 “이번 지원 확대를 계기로 사회적 배려계층의 건강한 노후를 지키는 공공의 역할을 더욱 강화하겠다.”고 강조했다.

이번 조치는 단순한 복지 확대를 넘어, ‘아프기 전에 막는’ 예방 중심 보건정책으로의 분명한 방향 전환이다.
전남도의 선택이 지역 고령사회 대응의 표준 모델이 될지 주목된다.

Jeonnam Province Expands Shingles Vaccination Support, Starting with Vulnerable Groups
Jeonnam Province is set to significantly expand its shingles (herpes zoster) vaccination support in stages, targeting older adults and medically vulnerable populations.
This marks a clear policy shift toward elevating preventive care as a public responsibility, addressing a disease widely regarded as “too late once it strikes.”
Jeonnam Province announced that, to prevent shingles—which has a high incidence among the elderly and is accompanied by severe pain and neurological complications—it will newly include persons with severe disabilities in the scope of vaccination support.
Since 2018, shingles vaccination support has been provided to basic livelihood security recipients and near-poverty households aged 65 and over.
Beginning in 2026, the province will expand eligibility to include persons aged 75 and over with severe disabilities, followed by those aged 70 and over in 2027, and 65 and over in 2028, gradually widening coverage.

This roadmap represents a transition from targeted protection of vulnerable groups to a more universal preventive care system.
Eligible recipients are residents who have lived in Jeonnam for at least one year. Vaccinations are available at public health centers in all 22 cities and counties across the province, upon presentation of an ID card and a resident registration certificate (or transcript).
Additional documents are required depending on eligibility:
basic livelihood recipients must submit a certificate of eligibility; near-poverty households must provide proof of status; and persons with severe disabilities must submit a disability certificate.
Both live attenuated vaccines and recombinant (inactivated) vaccines are supported.
For basic livelihood recipients and near-poverty households, the live vaccine is provided free of charge.
However, for persons with severe disabilities who are not basic livelihood recipients or near-poverty households, a self-payment of KRW 20,000 is required for administration of the live vaccine.
For recombinant vaccines, support of up to KRW 100,000 for the two-dose regimen is provided, with any additional cost borne by the individual.
Jeonnam Province plans to intensify outreach through text messages, printed notices, and village broadcasts, using community-based channels to encourage participation—particularly focusing on older adults and households with persons with disabilities.
Jeong Gwang-seon, Director General of the Jeonnam Provincial Health and Welfare Bureau, stated,
“Shingles is one of the diseases for which vaccination is highly effective, and preventive action is especially crucial for older adults and vulnerable groups. Through this expanded support, we will further strengthen the public sector’s role in safeguarding the healthy aging of socially disadvantaged populations.”
This measure goes beyond a simple expansion of welfare benefits. It represents a decisive shift toward a prevention-centered public health policy—one that truly ‘prevents illness before it hurts.’
Attention is now focused on whether Jeonnam’s approach will become a standard model for addressing population aging at the regional level.
