전라남도가 환경친화적이고 지속가능한 축산업 육성을 위해 2026년 녹색축산육성기금 200억 원을 연리 1%의 저리 융자로 지원한다.
전남도는 오는 16일, 친환경·동물복지 중심의 축산 구조 전환과 축산농가의 경영 안정을 위해 ‘2026년 녹색축산육성기금 운용계획’을 확정·시행한다고 밝혔다.
이번 기금은 유기·무항생제 축산물 인증, HACCP 인증을 받은 친환경 축산농가 및 축산물 유통업체를 대상으로 하며, 시설 현대화와 안정적인 운영자금 확보를 동시에 지원하는 것이 핵심이다.
■ 시설자금 최대 30억 원… 연 1% 파격 조건
지원 규모는 시설자금의 경우 농업인·농업법인 최소 8억 원 ~ 최대 30억 원, 축산물 유통업체 최대 30억 원까지 가능하다.
운영자금은 농업인·농업법인 최대 4억 원, 축산물 유통업체 최대 4억 원이 지원된다.
상환 조건 또한 파격적이다.
시설자금은 2년 거치 후 8년 균분상환, 운영자금은 2년 거치 후 3년 균분상환으로, 장기 저리 구조를 통해 농가의 금융 부담을 대폭 낮췄다.
■ “친환경 축산으로 가는 실질적 마중물”
이번 기금은 단순한 금융 지원을 넘어, 환경친화적 축산 체계로의 구조 전환을 유도하는 정책 수단이라는 점에서 의미가 크다.
전남도는
▲ 축산 악취·환경 문제 개선
▲ 무항생제·동물복지 축산 확대
▲ 친환경 축산물 유통 기반 강화
▲ 지속가능한 지역 축산 생태계 구축을 목표로 기금을 운용할 방침이다.
■ 12월 22일까지 신청… 읍·면·동사무소 접수
사업 신청은 12월 22일까지이며, 사업장 소재지 읍·면·동사무소에 사업계획서를 제출하면 된다.
전남도는 접수된 사업을 대상으로 2026년 1월 이전 ‘녹색축산육성기금 운용심의위원회’를 거쳐 최종 지원 대상자를 확정할 계획이다.
전남도 관계자는 “녹색축산육성기금은 친환경 축산을 선택한 농가와 기업이 실제로 체감할 수 있는 지원책”이라며 “환경과 경제가 함께 가는 축산 모델을 전남이 선도해 나가겠다.”고 밝혔다.
이번 기금 운용을 통해 전남 축산업이 ‘규모 중심’에서 ‘가치 중심’으로,
‘생산 중심’에서 ‘지속가능성 중심’으로 전환되는 중요한 계기가 될 것으로 기대된다.

Jeonnam Province Launches 2026 “Green Livestock Promotion Fund,” Signaling a Major Shift Toward Sustainable, Eco-Friendly Livestock Farming
Jeonnam Province will provide KRW 20 billion in low-interest financing at an annual interest rate of 1% through the 2026 Green Livestock Promotion Fund, aiming to foster environmentally friendly and sustainable livestock farming.
The province announced that on the 16th, it will finalize and implement the 2026 Green Livestock Promotion Fund Management Plan to support the transition toward eco-friendly and animal welfare–centered livestock systems while stabilizing farm management.
The fund targets livestock farms certified for organic or antibiotic-free products, HACCP-certified eco-friendly livestock operations, and livestock product distribution companies, with a focus on simultaneously supporting facility modernization and stable operating capital.
■ Facility Loans up to KRW 3 Billion… Exceptional 1% Interest Rate
For facility investment,
Individual farmers and agricultural corporations may receive KRW 800 million to KRW 3 billion,
Livestock product distribution companies may receive up to KRW 3 billion.
For operating capital,
Farmers and agricultural corporations are eligible for up to KRW 400 million,
Livestock distribution companies are also eligible for up to KRW 400 million.
The repayment terms are equally favorable.
Facility loans offer a two-year grace period followed by equal installments over eight years, while operating loans provide a two-year grace period followed by equal installments over three years, significantly reducing financial burdens through long-term, low-interest financing.
■ “A Practical Catalyst for Eco-Friendly Livestock Farming”
Beyond simple financial support, the fund serves as a policy instrument designed to drive structural transformation toward environmentally friendly livestock systems.
Jeonnam Province plans to operate the fund with the goals of:
Improving livestock-related odors and environmental issues,
Expanding antibiotic-free and animal welfare livestock farming,
Strengthening distribution infrastructure for eco-friendly livestock products,
Building a sustainable regional livestock ecosystem.
■ Applications Open Until December 22… Submissions via Local Administrative Offices
Applications will be accepted until December 22, and applicants must submit their business plans to the 읍·면·동 (township) administrative office where their business is located.
Following review, Jeonnam Province will finalize beneficiaries before January 2026 through deliberation by the Green Livestock Promotion Fund Management Committee.
A provincial official stated,
“The Green Livestock Promotion Fund is a tangible support measure that farmers and companies choosing eco-friendly livestock production can truly feel,”
adding,
“Jeonnam will lead the way in developing a livestock model where environmental sustainability and economic viability go hand in hand.”
Through this initiative, Jeonnam’s livestock industry is expected to undergo a meaningful transition—from scale-oriented growth to value-oriented development, and from production-centered practices to sustainability-centered systems.
