전라남도가 올여름 이상고온과 잦은 강우로 발생한 벼 깨씨무늬병 피해 농가에 대한 복구비 183억 원을 확정하고, 피해 농가에 순차적으로 지급한다.

전남도에 따르면 이번 벼 깨씨무늬병 피해는 7~9월 사이 발생했으며, 목포를 제외한 도내 21개 시군에서 1만4천363농가, 1만9천410ha의 피해가 발생한 것으로 조사됐다.

지역별 피해 면적은
▲고흥 3천142ha, ▲신안 2천403ha, ▲장흥 1천993ha, ▲해남 1천925ha, ▲영암 1천694ha 순으로 나타났다.

이번 복구비 지원은 전남도가 전국 최초로 벼 깨씨무늬병 피해 인정을 정부에 공식 건의하면서 이뤄졌다.

정부는 이를 받아들여 전국 피해 농가에 총 436억 원의 복구비 지원을 확정했으며, 이 가운데 전남이 183억 원으로 전국 지원액의 42%를 차지했다.

복구비는 피해 농가에 농약대 형태로 지급되며, 농가당 평균 지급액은 약 128만 원 수준이다.

이와 함께 피해 농가의 경영 부담을 덜기 위한 금융 지원도 병행된다.

정책자금 상환 연기 및 이자 감면은 712농가에 491억 원 규모로 지원되며, 재해대책 경영자금도 696농가에 71억 원이 추가로 지원된다.

광양과 구례 지역의 경우 개별 시군 피해 면적이 국비 지원 기준인 50ha를 단독으로 충족하지 못했으나, 인접 시군과의 연접 피해 규모가 인정돼 국비 지원 대상에 포함됐다.

전남도는 이번 복구비 가운데 도비 부담분 27억 원 전액을 예비비로 편성해 시군에 교부할 예정이며, 피해 농가에 대한 지급은 2026년 1월까지 완료한다는 계획이다.

유덕규 전남도 식량원예과장은 “피해 농가가 한 해 농사를 마무리하는 데 어려움이 없도록 복구비를 최대한 신속히 지급하겠다.”며 “이상기후가 반복되는 만큼, 예방 중심의 병해충 대응 체계를 강화해 농가 피해를 최소화하겠다.”고 말했다.

한편, 2025년 전남 지역 농업재해 발생 건수는 8건으로 전년(14건)보다 줄었으나, 피해 면적은 3만6천342ha로 2.2% 증가했다. 이에 따른 피해 복구비는 693억 원으로 전년 대비 17.1% 늘었다.

전남도는 복합적·대형화되는 농업재해에 대응하기 위해 2025년 겨울철 농업재해 예방 대책(11월 15일~2026년 3월 15일)을 조기에 수립해 추진 중이다.

기상재해 및 병해충 정보 전달 체계 강화, 동계작물 재해보험 가입 확대 등을 통해 현장 대응 능력을 높이고 농가 피해를 최소화한다는 방침이다.

Jeonnam Province Confirms KRW 18.3 Billion in Recovery Aid for Rice Sheath Blight Damage
14,000 Farming Households Affected Across 19,000 ha… Payments to Be Completed by January Next Year
South Jeolla Province (Jeonnam) has confirmed KRW 18.3 billion in recovery aid for rice farmers affected by sheath blight disease, which spread due to extreme heat and frequent rainfall this summer. The funds will be distributed sequentially to affected farmers.
According to the Jeonnam Provincial Government, the outbreak occurred between July and September, affecting 14,363 farming households across 19,410 hectares in 21 cities and counties, excluding Mokpo.
By region, the largest damaged areas were reported in
▲Goheung (3,142 ha), ▲Sinan (2,403 ha), ▲Jangheung (1,993 ha), ▲Haenam (1,925 ha), and ▲Yeongam (1,694 ha).
This recovery support was made possible after Jeonnam Province became the first local government in Korea to officially request government recognition of sheath blight damage. The central government accepted the request and approved KRW 43.6 billion in recovery funding nationwide, of which Jeonnam accounts for KRW 18.3 billion, or 42% of the total.
The recovery funds will be provided in the form of pesticide cost support, with an average payment of approximately KRW 1.28 million per household.
In addition, financial assistance measures will be implemented to ease the management burden on affected farmers.
These include loan repayment extensions and interest reductions totaling KRW 49.1 billion for 712 households, as well as KRW 7.1 billion in disaster management loans for 696 households.
Although Gwangyang and Gurye did not individually meet the national funding threshold of 50 hectares of damage, they were included as eligible areas after adjacent regional damage was collectively recognized.
Jeonnam Province plans to allocate KRW 2.7 billion in provincial funds from its emergency reserve to local governments, with all recovery payments scheduled to be completed by January 2026.
Yoo Deok-gyu, Director of the Food Crop and Horticulture Division of Jeonnam Province, said,
“We will ensure that recovery funds are distributed as quickly as possible so that affected farmers can complete this year’s farming season without further difficulty,”
adding that
“as extreme weather events become more frequent, we will strengthen preventive, disease-centered response systems to minimize damage to farmers.”
Meanwhile, the number of agricultural disaster incidents in Jeonnam in 2025 totaled eight cases, down from 14 cases the previous year. However, the affected area increased by 2.2% to 36,342 hectares, while total recovery costs rose 17.1% year-on-year to KRW 69.3 billion.
To address increasingly complex and large-scale agricultural disasters, Jeonnam Province has already established and is implementing early preventive measures for winter agricultural disasters, covering the period from November 15, 2025, to March 15, 2026.
The province plans to enhance weather and pest information delivery systems and promote greater enrollment in crop disaster insurance for winter crops, with the goal of strengthening on-site response capacity and minimizing damage to farmers.
