전라남도가 대한민국 기후위기 대응과 재생에너지 대전환을 이끌 ‘국가 에너지 전략의 중심지’임을 다시 한 번 입증했다.
전남도는 11일 해남 솔라시도에서 기후에너지환경부, 한국전력공사, 한국에너지공단과 함께 재생에너지 보급 확대와 에너지 인프라 혁신을 위한 업무협약(MOU)을 체결했다.
이번 협약은 기후부와 지자체 간 최초의 에너지전환 공동협약으로, 전남이 국가 정책의 실행 본부로 자리매김했음을 상징한다.
협약식에는 김성환 기후부 장관을 비롯해 강위원 전남도 경제부지사, 서철수 한전 부사장, 이상훈 에너지공단 이사장이 참석했다.
■ 재생에너지 확대·전력망 확충·혁신기술 개발… 전남이 국가정책 최전선에 서다.
협약의 주요 내용은 재생에너지 보급 확대 및 지역 상생 기반 마련, 전력망 확충과 계통 안정성 강화, 유관 산업 생태계 조성 및 혁신기술 개발 협력 등이다.
전남도는 이번 협약을 계기로 지역 내 재생에너지 사업 추진 속도가 한층 빨라질 것으로 기대하고 있다.
특히 AI 데이터센터 구축, 국가 첨단전략산업 클러스터 조성, RE100 산업단지 지정 등 대형 프로젝트의 기반이 보다 확고해질 전망이다.
■ 전국 최초 ‘기후에너지 현장대응단’ 출범… 중앙–지방 상시 협력체계 가동
협약과 함께 ‘기후에너지 현장대응단’이 공식 출범했다.
중앙정부, 지방·유역환경청, 한전, 에너지공단, 지자체가 함께 참여하는 전국 최초의 상시 협력 조직이다.
현장대응단은 권역별 민·관협의체를 운영하며 사업 입지 발굴, 적합성 컨설팅, 금융지원 연계, 민원 최소화 등을 체계적으로 관리해 정책 집행력을 높이게 된다.
전남도는 햇빛·바람소득마을, 영농형 태양광, 전력망 구축 등 주요 현안도 대응단을 통해 속도감 있게 추진할 계획이다.
■ “전남 재생에너지가 막히면 국가가 멈춘다”… 정부에 핵심 현안 건의.
이날 행사에서 정현구 전남도 에너지산업국장은 “전남 재생에너지가 막히면, 국가가 멈춘다”는 강한 메시지를 전달하며 정부에 다섯 가지 핵심과제를 건의했다.
HVDC 조기 구축, 지역 전력망 대폭 확충, ESS 등 계통 효율화 설비 투입, 해상풍력 국가기간 전력망 지정, 진도 집적화단지 추가 지정.
정 국장은 “전남의 재생에너지 인프라는 단순한 지역사업이 아니라 국가 산업 경쟁력의 근간”이라고 강조했다.
■ “전남은 미래 에너지·AI 중심지”… 국가균형성장도 견인
강위원 경제부지사는 축사에서 “기후에너지 현장대응단 출범은 중앙정부·환경청·한전·에너지공단·지자체가 함께하는 전국 최초의 협력모델”이라며 “전남은 대한민국 재생에너지 발전률을 획기적으로 높이고, AI 데이터센터 등 미래 고부가가치 산업을 안정적으로 운영할 최적지”라고 강조했다.
강 부지사는 이어 “전남이 에너지전환을 선도하면 국가균형성장 또한 현실이 된다.”며 강한 의지를 밝혔다.

Jeonnam Province Declares National Leadership in Climate Response and Renewable Energy Transition
— First-ever agreement with the Ministry of Climate, KEPCO, and Korea Energy Agency… “If Jeonnam is blocked, the nation stops” —
— Climate-Energy Field Response Team officially launched in Haenam Solaseado —
Jeonnam Province has once again proven itself to be the central hub of Korea’s national energy strategy, taking the lead in climate crisis response and renewable energy transition.
On the 11th, Jeonnam Province signed a memorandum of understanding (MOU) with the Ministry of Climate and Environment, Korea Electric Power Corporation (KEPCO), and the Korea Energy Agency in Solaseado, Haenam. The agreement aims to expand renewable energy deployment and accelerate innovation in Korea’s energy infrastructure.
This is the first-ever joint energy transition agreement between the climate ministry and a local government, symbolizing Jeonnam’s emergence as the nation’s primary execution base for climate and energy policy.
Minister Kim Sung-hwan, Jeonnam Vice Governor for Economic Affairs Kang Wi-won, KEPCO Vice President Seo Cheol-su, and Korea Energy Agency President Lee Sang-hoon attended the signing ceremony.
■ Renewable Energy Expansion, Grid Reinforcement, and Innovation Technology… Jeonnam Takes the Frontline of National Policy
Key areas of cooperation include:
Expansion of renewable energy and establishment of local co-prosperity models
Reinforcement of transmission networks and enhancement of grid stability
Industrial ecosystem development and joint innovation technology initiatives
With this agreement, Jeonnam expects a significant acceleration in regional renewable energy projects.
In particular, major initiatives such as the AI Data Center, National Strategic Advanced Industry Cluster, and RE100 Industrial Complex designation are now poised to advance with stronger institutional support.
■ Nation’s First “Climate-Energy Field Response Team” Launched
— Permanent cooperation system linking central and local governments —
Alongside the agreement, the Climate-Energy Field Response Team was officially launched—a first-of-its-kind permanent cooperation organization involving central government agencies, regional and watershed environment offices, KEPCO, the Korea Energy Agency, and local governments.
The response team will operate public–private consultative bodies within each region and systematically manage key tasks such as:
Identifying suitable project sites
Conducting feasibility consultations
Linking financial support
Reducing and preventing civil complaints
Jeonnam also plans to use this system to accelerate ongoing projects such as the Sunlight & Wind Income Villages, agrivoltaic installations, and regional power grid expansion.
■ “If Jeonnam’s renewable energy stops, the nation stops”
— Province urges government support on key infrastructure issues —
At the event, Jeonnam’s Director-General for Energy Industry, Jeong Hyun-gu, delivered a strong message:
“If Jeonnam’s renewable energy is blocked, the nation comes to a halt.”
He then presented five urgent requests to the government:
Early construction of HVDC transmission infrastructure
Large-scale reinforcement of regional power grids
Deployment of ESS and other grid-efficiency facilities
Designation of offshore wind power as national backbone infrastructure
Additional designation of the Jindo Offshore Wind Complex Cluster
Jeong stressed that Jeonnam’s renewable energy base is not a regional project, but a foundation for national industrial competitiveness.
■ “Jeonnam is the future hub of energy and AI”… Driving national balanced development
In his congratulatory remarks, Vice Governor Kang Wi-won highlighted:
“The launch of the Climate-Energy Field Response Team is the nation’s first collaborative model joining the central government, environmental agencies, KEPCO, the Energy Agency, and local governments.”
He added:
“Jeonnam is the optimal location to dramatically increase Korea’s renewable energy generation rate and ensure the stable operation of high-value industries such as AI data centers.”
Kang concluded by emphasizing that Jeonnam’s leadership in the energy transition will make national balanced development a reality.
