해남이 ‘AI·에너지 수도’라는 거대한 시대 전환의 중심에 서 있다.
솔라시도에는 AI컴퓨팅센터, RE100 국가산단, 국제학교, 스마트팜 단지 등 수십 년에 한 번 나올까 말까 한 국가급 프로젝트가 동시에 쏟아지고 있다.
겉으로 보면 꿈같은 일이다.
하지만 정작 군민의 마음속에는 다른 그림자가 드리운다.
“솔라시도만 좋아지고, 결국 목포만 잘 되는 것 아니냐.”
“해남군민은 들러리 아니냐.”
“우리 지역은 뭐가 달라지는가.”
이 질문에 제대로 답하지 않는 한, 솔라시도 개발은 군민의 지지를 결코 얻지 못한다.
그리고 지지를 잃은 개발은 결국 성공할 수 없다.

■ 솔라시도가 잘 돼도 해남이 안 잘 되는 ‘구조적 문제’
군민들이 느끼는 불안은 억측이 아니다.
실제로 구조적 위험이 존재한다.
첫째, 솔라시도 정주 인구가 증가해도 소비가 목포권으로 빠져나갈 가능성이 크다.
둘째, AI·에너지 예산이 솔라시도에만 집중되면 해남 읍·현산·송지·화원, 계곡, 옥천, 북일, 북평, 마산, 등 기존 생활권은 상대적으로 쇠퇴한다.
셋째, 솔라시도 기업에서 필요한 전문 인력 대부분이 외부에서 들어오면 해남 청년·농어민에게 돌아오는 혜택은 제한적이다.
넷째, 땅끝·우수영·대흥사·공룡화석지 등 해남의 기존 문화·관광 자원은 ‘구경거리’로 전락할 위험이 있다.
요약하자면, “솔라시도가 성장하면 해남 전체가 성장한다.”는 공식은 자동으로 성립하지 않는다.
자립도에는 상승의 시너지가 존재하지만, 오히려 구조를 잘못 설계하면 ‘솔라시도만 성장하고 해남은 소외되는 역설’이 나타날 수 있다.
■ 균형발전은 감정의 문제가 아니라 설계의 문제다
균형발전은 “솔라시도를 적게 키우자”는 이야기가 아니다.
반대로 솔라시도를 더 크게 키우되, 성장의 이익이 해남 전역으로 순환되도록 구조를 바꾸자는 것이다.

그 핵심은 세 가지다.
① 군민 우선 채용·우선 공급제의 제도화
솔라시도 기업들은 해남군민이 우선 채용되도록 조례로 명문화해야 한다.
또한 솔라시도 내 급식·식당·편의시설의 농수산물 공급은 해남 농가·해남 기업 우선 계약을 기본 원칙으로 삼아야 한다.
솔라시도가 잘 될수록
→ 해남 농민 소득이 오르고
→ 해남 청년 일자리가 늘고
→ 해남 경제가 커지는 구조를 만드는 것이다.
② 솔라시도 소비가 해남으로 흘러오는 순환경제 시스템 구축
솔라시도 안에서만 소비가 이루어지면 지역 상권은 쇠퇴한다.
해법은 명확하다.
솔라시도–해남읍–대흥사–우수영–땅끝을 잇는 순환형 관광·소비 루프(Loop)를 구축하는 것이다.
솔라시도를 방문한 관광객과 기업인, 입주민들이 자연스럽게 지역 상권으로 이동해 소비할 수 있는 교통·축제·포인트 시스템이 필요하다.
소비가 흐르는 곳에 사람이 살고, 사람이 사는 곳에 지역은 살아난다.
③ 해남 고유 산업(농업·해양·관광)의 AI화
솔라시도 AI는 솔라시도 안에서만 쓰는 기술이 아니다.
해남의 농업·어업·관광에 연결될 때 비로소 ‘해남 전체의 미래산업’이 된다.
농업 : AI 수급예측·스마트팜 → 농가소득 안정
어업 : AI 스마트양식 → 생산성 상승
관광 : AI 해설·AR 콘텐츠 → 땅끝·우수영·대흥사 활성화
문화 : AI 기반 사찰·역사 해설 → 체류형 관광 증가
즉, 솔라시도가 해남의 자원을 흡수하는 것이 아니라 해남 전역에 기술과 경제효과를 공급하는 ‘엔진’이 되도록 설계해야 한다.
■ 결론 — 군민이 체감하는 이익이 없다면 개발은 실패한다.
솔라시도는 해남의 미래를 바꿀 압도적인 잠재력을 갖고 있다.

그러나 그 잠재력이 해남군민의 삶으로 연결되지 않는다면 그 개발은 공허한 불꽃처럼 사라질 것이다.
지금 필요한 것은
해남군민이 체감하는 확실한 ‘실익’이다.
- 해남군민이 먼저 일자리를 얻고
- 해남 농민·어민이 먼저 매출이 늘고
- 해남 상권이 먼저 활기를 되찾고
- 해남 청년이 먼저 기회를 누리는 구조
그 구조를 설계하는 것이 군정의 가장 중요한 책무이며, 솔라시도 성공의 필수 조건이다.
솔라시도만 빛나면 해남은 어두워진다.
그러나 솔라시도가 해남을 비추는 ‘기술의 등불’이 된다면 땅끝에서 시작된 이 작은 도시가 대한민국 농어촌 균형발전의 새로운 모델이 될 것이다.

If Only Solaseado Shines, Haenam Will Be Left in the Dark
— A New Blueprint for Balanced Development in the Age of AI —
Haenam now stands at the center of a historic transformation as it steps into the era of becoming an “AI and Energy Capital.”
In Solaseado, national-scale projects—an AI Computing Center, a RE100 National Industrial Complex, an international school, and a smart farming cluster—are unfolding simultaneously, the kind of developments that may appear only once in several decades.
On the surface, it seems like a dream.
Yet in the hearts of local residents, a different kind of shadow lingers.
“Solaseado will thrive, but won’t Mokpo be the only one to benefit?”
“Aren’t Haenam residents just extras in someone else’s project?”
“What, exactly, will change for our own communities?”
Unless these questions are answered head-on, Solaseado’s development will never secure the support of the people of Haenam.
And development without public support cannot truly succeed.
■ Structural risks: Solaseado’s growth does not automatically translate into Haenam’s growth
The concerns of local residents are not baseless—they stem from real structural risks.
First, even if the resident population of Solaseado increases, much of the consumption and daily spending may flow toward the Mokpo metropolitan area.
Second, if AI and energy-related budgets concentrate solely in Solaseado, existing living zones—Haenam-eup, Hyeonsan, Songji, Hwawon, Gogeok, Okcheon, Bukil, Bukpyeong, Masan, and others—will inevitably decline.
Third, if most professionals employed by Solaseado’s companies come from outside, benefits for Haenam’s youth, farmers, and fishers will remain limited.
Fourth, Haenam’s established cultural and tourism assets—Ttangkkeut (Land’s End), Ujuraeng (Usooyeong) Battlefield, Daeheungsa Temple, and the Dinosaur Fossil Site—risk becoming mere side attractions rather than engines of regional vitality.
In short, the formula “Solaseado’s growth equals Haenam’s growth” does not automatically hold true.
If the development is poorly structured, a paradox emerges:
Solaseado grows while the rest of Haenam is left behind.
■ Balanced development is not about resentment—it's about design
Balanced development does not mean shrinking Solaseado or slowing its progress.
On the contrary—Solaseado should grow even larger, but its benefits must be designed to circulate through all parts of Haenam.
The core strategy rests on three pillars.
① Institutionalizing local priority: Haenam-first hiring and supply policies
Solaseado companies must be required—by ordinance—to prioritize hiring Haenam residents.
Additionally, food services, cafeterias, and retail outlets in Solaseado must adopt a local-first procurement system, sourcing agricultural and marine products from Haenam farmers and businesses.
When Solaseado prospers,
→ Haenam farmers should earn more,
→ Haenam youth should find more jobs,
→ Haenam’s economy should expand.
That is the structure we must build.
② Creating a circulation-based economy that redirects Solaseado’s spending into Haenam
If spending remains confined inside Solaseado, surrounding communities will decline.
The solution is clear:
Build a circulating tourism and consumption loop connecting
Solaseado → Haenam-eup → Daeheungsa → Usooyeong → Ttangkkeut.
With proper transportation, festivals, and a unified point/reward system, Solaseado visitors, workers, and residents will naturally flow into Haenam’s existing commercial districts.
Where money flows, people gather.
And where people gather, communities are sustained.
③ AI-powered transformation of Haenam’s core industries: agriculture, fisheries, and tourism
AI technology developed in Solaseado should not remain confined within its borders.
Only when connected to Haenam’s traditional industries will Solaseado become the true engine of Haenam’s future.
Agriculture: AI-driven crop forecasting and smart farming → stable income for farmers
Fisheries: AI-powered smart aquaculture → increased productivity
Tourism: AI-based interpretation and AR content → revitalization of Ttangkkeut, Usooyeong, and Daeheungsa
Culture: AI-driven temple and historical interpretation → growth of stay-based cultural tourism
Solaseado must be structured not to absorb Haenam’s resources,
but to supply technology and economic value to all regions of Haenam.
■ Conclusion — Without tangible benefits for residents, development will fail
Solaseado holds enormous potential to transform Haenam’s future.
But unless that potential is directly and visibly connected to the livelihoods of Haenam’s residents, the development will fade like a hollow spark.
What Haenam needs now is clear, concrete benefits that people can feel:
Haenam residents get priority access to jobs
Haenam farmers and fishers see real growth in sales
Haenam’s commercial districts regain vitality
Haenam’s youth gain first access to new opportunities
Designing such a structure is the most important responsibility of the county government—
and the essential foundation for Solaseado’s success.
If Solaseado alone shines, Haenam will remain in the dark.
But if Solaseado becomes a beacon of technology illuminating all of Haenam,
then this small city at the southern tip of the peninsula may become the new national model for balanced rural development in the age of AI.
