솔라시도 정주도시 마스터플랜을 실제 ‘국가산단·AI특구·정주도시’ 수준으로 설계하여 성공적인 도시를 구성하려면 여러 가지 생활편의 시설이 사전에 준비가 되어야 하는데 해남군은 어디까지 공간 배치를 시각적으로 재현하고 있으며, 행정·정책·도시계획의 전문적이고 구체적인 설계 문서 수준은 어디까지 왔을까?
사업의 추진은 과연 어느 단계까지 추진이 되었는가?
군수는 내용을 군민들이 수긍할 수 있도록 공개하고 추진 상황을 군민들에게 보고를 해야할 의무가 있는 것이 아닐까?
1. 솔라시도 AI산업 유입 ‘선행조건’으로서의 생활편의시설
AI기업, 데이터센터, RE100 기반 첨단산업은 기술 인프라(전력·네트워크) 못지않게 정주 여건의 품질을 필수 판단 요소로 본다.
따라서 해남군은 “기업보다 사람이 먼저 들어올 수 있는 환경”을 갖추는 것이 핵심이다.
2. 해남군이 반드시 선행해야 할 7대 정주·생활 인프라
① 주거 인프라: 인력 유입의 절대 조건
1) 실입주 가능한 주택 공급
솔라시도 내 공공·민간 복합 주거지 조성, 1~2인 가구 대상 기업형 임대주택 조성, 기술인력·가족 정착형 중산층 타운하우스 단지조성.
2) “빈 땅만 있는 도시” 이미지를 벗기
최소 500~1,000세대 규모의 선도형 정주단지 조기 조성이 필요, AI기업은 ‘사람이 살고 있는 도시’를 선호 → 실입주자 기반 도시가 신뢰를 만든다.
② 보육·교육 인프라: AI기업을 결정짓는 핵심
1) 국제학교(외국교육기관) 조성 가속화
글로벌 기업·외국인 인력 유입을 위해 K-12 국제학교는 사실상 필수, 해남군이 이미 용역 착수한 만큼, 2026년 개교 목표로 속도전 필요
2) 양질의 어린이집·유치원 확충
기업 인력의 정착률은 보육 인프라 수준과 직결, 솔라시도 내 영어·AI 특성화 유치원도 강력한 경쟁력 확보.
③ 의료 인프라: 최소 응급의료 확충
현재 해남읍·완도·진도와 비교해 솔라시도 권역 의료 접근성은 매우 취약한 상태.
1) 선행 구축 필요 요소
24시간 진료 가능한 솔라시도 권역 클리닉(응급·내과·소아과 중심), 해남종합병원과 연계한 원격응급시스템·닥터헬기 연계체계, 향후 인구 증가 시 단계적 확장 가능한 중형 종합의료센터 부지 확보, AI기업은 “의료 공백 지역에는 절대 입주하지 않는다.”
④ 교통·물류 접근성 개선
솔라시도는 지리적 이점이 있으나 최종 접근성(라스트마일)이 약하다.
1) 우선 조치 필요 항목
해남읍~솔라시도 4차로 확포장 조기 완공(현재 추진 중), 솔라시도~영암고속도로 연계 광역 진입도로 신설 계획화, AI 데이터센터 이전을 위한 중량 물류 이동로 확보.
※ 교통 접근성은 기업 투자 타당성 평가의 1순위 요소.
⑤ 문화·여가·상업시설: 직원 생활 품질을 결정
AI기업 직원들은 극도로 바쁜 라이프스타일을 갖지만, 주말에 갈 곳이 없는 곳은 기피한다.
1) 필수 시설
복합 쇼핑센터(대형마트 급은 아니어도 생활형 상업 스트리트몰), 카페·식당·헬스장·편의점·약국·문화센터, 스포츠시설(수영장, 필드야드형 운동장 등), 기업·문화·컨퍼런스 복합 공간, 솔라시도는 이미 일부 설계에 반영되어 있으나 실체가 보이도록 가시화가 필요하다.
⑥ 디지털·통신 인프라: AI산업의 생명선
1) 필수 구축 조건
초고속 광통신망(백본망) + 다중화 회선 구성, 24시간 장애 대응 가능한 네트워크 오퍼레이션 센터(NOC), 5G·WiFi6E 기반 스마트시티 인프라 전면 구축, AI기업 대상 온디맨드 전용회선 제공.
※ 단순 인터넷이 아닌, 장애 없는 전용회선이 핵심 경쟁력.
⑦ 생활·환경 기반 인프라: “도시의 기본기”
1) 필수 항목
대규모 인구 유입 대비 상하수도·오수처리용량 선 확보, 친환경 에너지 기반(태양광·ESS·수소 연계) 안정화, 치안·방범·CCTV·스마트가로등 등 안전도시 조성, 폭염·폭우 대응 스마트 스마트그린 인프라, AI 기업은 “깨끗한 도시, 정돈된 도시, 안전한 도시”를 우선 평가한다.

아래 5개는 기업 실사팀(CIO·CHRO·Facility팀)이 반드시 체크하는 항목이다.
① 전력 인프라(요금·공급 안정성) – 이미 해남은 최고 등급 확보 중
→ RE100 국가산단 + 대규모 발전단지 → 업계 최고 수준의 경쟁력을 갖출 가능성 매우 높음.
② 물(냉각용)·용지·전용부지 공급 — 솔라시도 강점
③ 교통 접근성 — 가장 취약, 조기 개선 필수
④ 주거·교육 인프라 — “해남의 가장 큰 리스크”
⑤ 생활·문화 인프라 — 인재 정착률을 좌우
4. 결론: 솔라시도 AI산업의 성공은 “사람이 살고 싶은 도시를 먼저 만드는 것”
정리하면, 해남군이 지금 즉시 선행해야 할 핵심은 다음과 같다.

What We Expect from the County Governor
Before AI industries enter the Solaseado district, a number of essential living-convenience infrastructures must be in place to ensure that the new city can operate at the level of a national industrial complex, an AI special zone, and a fully functional residential city.
But how far has Haenam County actually progressed in visualizing the spatial layout, and how much of the administrative, policy, and urban-planning work has been completed at a professional and concrete design level?
To what stage has project implementation truly advanced?
Shouldn’t the governor be obligated to disclose these details and report progress in a manner that the public can trust and accept?
1. Living-Convenience Infrastructure as a Prerequisite for Attracting AI Industries to Solaseado
AI companies, data centers, and RE100-based advanced industries evaluate the quality of residential conditions just as critically as technical infrastructure such as power and network systems.
In other words, creating an environment where people can live first—before companies arrive—is the core requirement for Haenam County.
2. Seven Essential Categories of Residential and Living Infrastructure Haenam Must Secure in Advance
① Residential Infrastructure: The absolute condition for workforce inflow
1) Supply of housing ready for actual occupancy
Development of public–private mixed residential zones within Solaseado
Corporate rental housing for 1–2 person households
Mid- to high-end townhouse complexes for technical personnel and families
2) Eliminating the image of an “empty, uninhabited city”
At least 500–1,000 households must be established early as a leading residential district.
AI companies prefer cities where people are already living — real residents build trust.

To attract global companies and foreign professionals, a K–12 international school is indispensable.

An English- or AI-specialized kindergarten within Solaseado would be a strong competitive advantage.

Compared to Haenam-eup, Wando, and Jindo, access to medical services in the Solaseado area is extremely weak.
Required early measures
A 24-hour clinic offering emergency, internal medicine, and pediatrics
A tele-emergency response system linked with Haenam General Hospital and doctor-helicopter operations
Reserved land for a mid-sized general medical center as the population grows
AI companies do not relocate to areas with medical voids.
④ Transportation and Logistics Accessibility
Solaseado has geographic advantages, but the final-mile access remains insufficient.

Early completion of the four-lane expansion project between Haenam-eup and Solaseado (currently underway)
Planning a new regional access road connecting Solaseado to the Yeongam Expressway
Securing heavy-freight logistics routes for future AI data center installations
Transportation access is the No.1 factor in corporate investment decisions.
⑤ Cultural, Leisure, and Commercial Facilities: Determining the quality of employee life
AI professionals lead extremely demanding lifestyles, yet they avoid cities where there is nothing to do on weekends.
Essential facilities
A mixed-use commercial center (street-mall style, not necessarily a large hypermarket)
Cafés, restaurants, gyms, convenience stores, pharmacies, and cultural lounges
Sports facilities (swimming pools, outdoor fields, fitness complexes)

Solaseado already includes some of these in preliminary plans, but visible realization is necessary.

Public safety systems: policing, CCTV, smart streetlights
Smart-green infrastructure for extreme heat and heavy rainfall
AI companies assess cleanliness, orderliness, and safety as top criteria.
3. Five Priority Conditions for Corporate Attraction
These are the items that corporate inspection teams (CIO, CHRO, facility specialists) always verify:
① Power infrastructure (cost and supply stability) – Haenam already ranks among the top
→ RE100 industrial complex + large-scale power generation → among the strongest competitiveness nationwide.
② Adequate supply of water (for cooling), land, and dedicated industrial sites — a strength of Solaseado
③ Transportation accessibility — the weakest point, requiring urgent improvement
④ Housing and education infrastructure — Haenam’s most critical risk
⑤ Cultural and lifestyle infrastructure — determines talent retention
4. Conclusion: The success of AI industries in Solaseado begins with “creating a city where people want to live.”
