Ⅰ. 서론 — 10년의 의심, 이제는 성과로 답해야 할 시간
솔라시도 기업도시는 지난 12년 동안 “말은 요란했으나, 현실은 움직이지 않았다.”는 비판에 시달려왔다.

공정률 33%, 택지 분양률 한 자릿수, 반복되는 계획 변경.
군민들의 마음속에는 자연스레 불신의 증오가 쌓였다.

“또 하나의 공염불이 아닌가.”, “AI·에너지 수도라지만 우리 생활과 무슨 상관인가”라는 냉소도 공공연했다.

그러나 2024~2025년, 해남군은 전혀 다른 궤적을 그리고 있다.
반대 여론을 정면에서 받아들이고, 그것을 행동과 제도, 현실적인 투입 계획으로 바꾸는 구조 개편을 시작한 것이다.

본 기획기사는 이러한 변화를 사실 기반으로 분석해 군민에게 “솔라시도 논란의 구조”와 “해남군의 대응 방향”을 분명하게 전달하고자 한다.

Ⅱ. 반대 여론은 왜 생겼는가 — 군민이 느꼈던 네 가지 불안
반대 여론을 만들어낸 핵심 요인은 크게 네 가지다.

① 12년 지연과 결손 구조
솔라시도는 오랜 기간 개발이 지연되며 “빛 좋은 개살구”라는 오명을 얻었다.

④ AI·데이터센터의 안전·환경 우려
대규모 전력 사용, 열, 소음, 송전선, 재생에너지 확대에 대한 지식적 이해 부족과 불안감이 겹치며 “우리가 감당해야 할 위험은 누구 몫인가?”라는 질문이 제기됐다.

Ⅲ. 해남군의 대응 — 이제는 ‘말’이 아니라 ‘실행’으로
해남군은 2024~2025년을 기점으로, 이 네 가지 불안을 해소하기 위한
“5대 실행 전략”을 체계적으로 추진 중이다.

1. 정주여건 구축 : ‘사람이 먼저 들어올 수 있는 도시’로 전환

● 국제학교 유치
해남군은 전남도와 협력해 솔라시도에 K-12 국제학교 설립을 공식 이슈로 추진 중이다.

교육 여건은 정주의 핵심이며, 이는 솔라시도를 “실제로 사람이 살 수 있는 도시”로 만드는 결정적 변화다.

● 주거단지 재구성
1,500세대 주거단지 사업이 지연된 문제를 군이 직접 챙기기 시작했다.
정주여건 TF를 가동해 2025년 분양 재추진, 생활권 재설계, 공공시설 선제 설치 등이 포함되어 있다.

● 의료 인프라 단계 확충
해남읍·삼산·산이 권역의 병원과 응급체계를 솔라시도와 직접 연동하는 계획이 마련되고 있으며, 민간 전문병원 유치도 패키지형으로 설계 중이다.

● 해남읍~솔라시도 18분 시대
해남군은 이 구간 확장·개선사업을 군정 1순위로 설정하고 국토부·전남도와 예타 협의를 진행 중이다.

● 솔라시도-화원산단 연결도로
AI컴퓨팅센터 후보지와 솔라시도를 직접 연결해 “산단-도시-주거지”의 일체형 구조를 만든다.

● 마산~산이면 핵심 연계도로 신설
솔라시도 접근성 개선을 위한 생활형 도로망 구축.
교통 문제에 대한 군의 입장은 단호하다.

“솔라시도는 도심과 연결될 때 비로소 도시가 된다.”

대규모 데이터센터에 대한 주민 걱정에 대해 해남군은 기술적·환경적 대응체계를 구체적으로 마련했다.

● RE100 기반 에너지 공급
AI센터 전력은 태양광 + 해상풍력 + ESS 등을 중심으로 지역 재생에너지로 충당. 송전·열 문제를 최소화하는 구조.

● 냉각수·전력·안전 매뉴얼 사전 구축
냉각수 사용, 배열 처리, 화재 대응 등을 전문가 자문단과 함께 선제 점검 중.

● 환경영향평가 강화
중앙정부·전남도와 공동으로 환경적 안정성을 확보하는 절차를 강화.

5. 주민 참여·소통 강화: 불신을 풀 수 있는 유일한 길
솔라시도 논란은 사업의 문제가 아니라 ‘신뢰의 문제’였다는 점을 해남군은 직시했다.

● 주민설명회 정례화
AI센터 유치, 도로계획, 정주여건 등 주요 결정마다 주민 설명회를 개최하고 결과를 공개하는 체계 구축.

● 주민 제안 → TF 보고 → 행정 검토
주민 의견이 실시간으로 정책화되는 구조로 변경.

● 기업-군-주민 삼자협의체
AI 기업·에너지 기업·군·주민이 직접 도시설계를 논의하는 거버넌스 운영.

■ Ⅳ. 결론 — “솔라시도의 미래는 말이 아니라 책임으로 완성된다.”
솔라시도를 둘러싼 반대 여론은 해남군민이 “무엇이 두렵고, 무엇을 원하는지”를 명확히 보여주는 거울이었다.

길게는 12년, 짧게는 지난 몇 년 동안 솔라시도는 ‘기대’와 ‘실망’ 사이를 반복해왔다.

그러나 지금의 해남군은 그 실망을 실행계획, 그 불신을 책임 구조, 그 두려움을 안전대책, 그 요구를 정주 여건 개선으로 바꾸는 단계에 들어섰다.

이제 군민이 묻는 질문은 하나뿐이다.
“이번에는 정말 달라질 수 있는가?”
해남군의 답은 분명하다.

“솔라시도를 비로소 ‘군민의 도시’로 완성시키겠다.”
“의심에서 확신으로 가는 길은, 행동뿐이다.”
그리고 그 행동은 지금, 실행되고 있다.

Haenam County’s Strategic Response to Overcome Opposition and Shift Toward Execution
Ⅰ. Introduction — Twelve Years of Doubt, and the Time Has Come for Results
For the past twelve years, Solaseado Corporate City has been dogged by criticism:
“Grand announcements, but no real progress.”
A construction rate lingering at 33%, residential land sales stuck in single digits, and development plans that changed again and again.
Naturally, a deep sense of distrust took root in the minds of residents.
Phrases like, “Another empty promise,” and “They call it an AI–Energy capital, but how does that change our daily lives?” were heard everywhere.
But in 2024–2025, Haenam County has begun charting a very different course.
Rather than dismissing the opposition, the county has taken the criticism head-on, restructuring policies, institutions, and investment priorities to bring about concrete, visible progress.
This feature analysis aims to clearly explain the underlying issues surrounding Solaseado and present how Haenam County is now addressing them with actionable strategies.
Ⅱ. Why Did Opposition Arise? — Four Core Anxieties Felt by Residents
The backlash toward Solaseado stems from four fundamental concerns.
① Twelve Years of Delay and Financial Deficits
After years of stagnation, Solaseado became synonymous with “a shiny shell with no substance.”
Residents kept asking the simplest question:
“Why hasn’t anything changed in more than a decade?”
② Lack of Schools, Hospitals, and Housing
In reality, the site was less a city and more an expanse of empty land.
No proper place to raise children, no accessible medical care, no homes to live in.

● Attracting an International K–12 School
In partnership with Jeollanam-do Province, Haenam is actively pursuing the establishment of an international school in Solaseado.
Education is the foundation of residential settlement, marking a decisive step in transforming Solaseado into a city where people can actually live.

→ Correcting a decade-long flaw where private-led development repeatedly failed.

Regular meetings now ensure that delayed projects, land issues, and residential plans are handled under direct county oversight.
4. AI/Data Center Safety Measures — A Comprehensive Technical and Environmental Response
To address concerns over large-scale data centers, Haenam County has prepared detailed technical safeguards.
● RE100 Renewable Energy Supply
Power for AI centers will rely on local renewable sources—solar, offshore wind, and ESS—reducing transmission and heat-load risks.
● Pre-Established Manuals for Cooling Water, Power, and Safety
Cooling systems, drainage, fire response, and energy load management are now reviewed by expert advisory groups.
● Strengthened Environmental Impact Assessments
Joint evaluations with the central government and Jeollanam-do ensure environmental safety and transparency.
5. Expanding Resident Participation — The Only Real Solution to Deep-Seated Distrust
The Solaseado debate has shown that the core issue is not technology or development—
it is trust.

Major decisions—AI centers, road plans, residential strategies—are now presented directly to residents, with results published publicly.

Suggestions → Task Force Review → Administrative Action

AI firms, energy companies, the county, and local representatives jointly negotiate and plan the city’s development.

The opposition surrounding Solaseado reflects precisely what Haenam residents fear—and what they desire.
For years, Solaseado has oscillated between expectation and disappointment.
But today, Haenam County is transforming that disappointment into action,
that distrust into accountability,
that anxiety into safety,
and that demand into tangible improvements in livability.
Now, residents ask only one question:
“Will things truly be different this time?”
Haenam County’s answer is resolute:
“We will finally complete Solaseado as a city for the people of Haenam.”
“The path from doubt to confidence is paved only with action.”
And that action has already begun.
