명현관 군수 “AI·에너지·교통 대혁신… 해남이 대한민국 미래산업 중심축으로 우뚝 설 것”

해남이 단순한 변화가 아닌 ‘대전환’의 길로 들어서고 있다.

국가 AI컴퓨팅센터와 글로벌 초대형 AI데이터센터의 솔라시도 기업도시 확정으로, 해남이 정부의 'AI 3대 강국 도약' 전략의 핵심 지역으로 전면 부상하고 있는 것이다.

명현관 해남군수는 17일 정례회의에서 “에너지자립도시 조성은 해남 전역에 상상 그 이상의 파급 효과를 가져 올 미래 프로젝트”라며 전 군민의 관심과 협조를 당부했다.

■ “AI·에너지·교통 3대 혁신… 해남의 미래지도가 완전히 달라진다.”
명 군수는 “일자리 증가, 인구유입 확대, 기업 유치 속도 가속화 등 해남이 겪게 될 변화는 지금까지와 차원이 다르다”고 강조했다.

특히 해남 전역을 분산에너지특구로 묶은 전남도의 전략이 RE100 국가산단 → 지산지소형 신산업 육성 → 지역 소비·지역 생산의 에너지 자립 모델로 이어지며 기업·주민·지역경제가 함께 성장하는 구조를 만들 수 있다고 봤다.

회의에서는 에너지자립도시 조성에 따라 필수적으로 요구되는 정주여건 개선과 교통망 확충 전략도 집중 점검됐다.

■ “해남읍–솔라시도 18분”… 마산~산이 도로, 해남 미래의 혈관 된다.
가장 큰 관심은 지방도 806호선(마산–산이) 확포장 사업이었다.

현재 1단계(마산 상등교차로~산이 노송리)는 2029년 완공 예정이며, 잔여 2단계 구간까지 마무리되면 해남읍에서 솔라시도 기업도시까지 18분 내 단숨에 도달할 수 있게 된다.

명 군수는 “국가 AI데이터센터가 본격 가동되는 2030년 이전에 도로가 반드시 열려야 한다.”며 “자동차전용도로 신설까지 포함해 모든 방안을 열어놓고 조기 개통을 건의하겠다.”고 밝혔다.

이 도로는 단순한 확포장이 아니라 해남읍–솔라시도–송지–북평–화원 전역을 하나의 생활·경제권으로 묶는 미래형 축으로 평가된다.

■ 산학관연 협의체 가동… “인구전략·정주전략, 지금부터 새로 짠다.”
해남군은 에너지자립도시 조성에 따라 산학관연 협의체를 구성해 인구전략, 정주여건, 지역 상생 모델을 정밀하게 설계하기로 했다.

협의체는 군민 의견 수렴, 에너지자립도시 관련 생활·교통·주거 정책 설계, 해남읍을 포함한 전 지역의 상생 발전 시너지 창출을 핵심 과제로 추진하게 된다.

명 군수는 “마산~산이 도로가 열리면 해남 전 지역에서 기업도시에 접근하는 속도가 혁신적으로 빨라질 것”이라며 “해남 읍내부터 오지 마을까지, 발전효과가 군 전체로 퍼지는 ‘해남 균형도약’을 반드시 실현하겠다.”고 말했다.

■ 해남은 지금, 대한민국 미래산업의 새로운 주 무대가 되고 있다
AI·에너지·교통 혁신 축이 한 곳에서 동시에 움직이는 지역은 전국에서도 해남이 유일하다.

솔라시도를 중심으로 AI데이터센터 → RE100 국가산단 → 분산에너지특구 → 에너지자립도시 → 교통망 확충 → 인구·산업·정주 확대라는 구조적 시너지가 시작되고 있다.

해남은 지금 ‘기대의 시대’를 넘어 대한민국 미래 산업을 선도하는 전략도시로 도약하는 결정적 시기를 맞고 있다.

Haenam is stepping into not just change—but a full-scale transformation.
With the national AI Computing Center and global hyperscale AI data centers confirmed for the Solaseado Corporate City, Haenam now stands as a key region in the national strategy to propel Korea into the ranks of the world’s top three AI powerhouses.
During a briefing on the 17th, Haenam Governor Myung Hyun-kwan stressed,
“Building an energy self-sufficient city is a future project that will create ripple effects across Haenam beyond imagination,”
calling for widespread public interest and cooperation.
■ “AI, Energy, and Transportation—Three Major Innovations Set to Redraw Haenam’s Future Map”
Governor Myung emphasized that the changes ahead—job creation, new population inflow, and accelerated corporate investment—will be unprecedented in scale.
He added that Jeollanam-do’s designation of the entire region as a Distributed Energy Special Zone will enable a new industrial model centered on the RE100 National Industrial Complex, leading to local production–local consumption energy systems and a structure in which industries, residents, and the local economy grow together.
The meeting also reviewed strategies for improving living conditions and upgrading transportation infrastructure—both essential elements in building an energy-self-sufficient city.
■ “Haenam-eup to Solaseado in 18 Minutes”—
The Masan–Sani Road to Become the Lifeline of Haenam’s Future
At the center of attention was the widening project for Provincial Road No. 806 (Masan–Sani).
The first phase (Masan Sangdeung Intersection → Sani Nosong-ri) is scheduled for completion in 2029. Once the remaining second phase is completed, travel time between Haenam-eup and Solaseado Corporate City will be reduced to just 18 minutes.
Governor Myung stated,
“This road must be completed before the national AI data center begins full operations in 2030,”
adding that even the construction of a new expressway is being considered to expedite opening.
This road is not merely a widening project—it is expected to form a future-oriented axis connecting Haenam-eup, Solaseado, Songji, Bukpyeong, and Hwayang into a single, integrated living and economic zone.
■ Industry–Academia–Government Collaboration Begins
“New Population and Settlement Strategies Start Now”
To respond systematically to the establishment of an energy-self-sufficient city, Haenam County will launch an industry–academia–government consultative council to design population strategies, residential conditions, and regional coexistence frameworks.
The council will:
Gather residents’ opinions
Design policies related to living conditions, transportation, and housing
Create synergy for balanced development across all regions, including Haenam-eup
Governor Myung said,
“Once the Masan–Sani road opens, access to the corporate city from all areas of Haenam will dramatically improve.”
He pledged to achieve balanced regional growth, ensuring that development benefits extend “from Haenam-eup to the most remote villages.”
