해남소방서가 지난 15일 해남군수산업협동조합에서 대규모 재난 상황에 대비한 2025년 긴급구조종합훈련을 성공적으로 실시했다.
이번 훈련은 대규모 재난 발생 시 관계 기관 간 공조 체계 점검과 현장 대응 역량 강화를 목표로 마련되었으며, 해남군청, 해남경찰서, 해남군 보건소, 군부대, 해남수협 등 10개 기관·단체에서 총 148명이 참여했다.
훈련은 대형 화재로 다수의 사상자가 발생한 상황을 가정해 실전처럼 진행되었다.
참여자들은 인명 구조, 화재 진압, 응급처치, 다수 사상자 분류 및 이송, 현장 긴급구조통제단 운영 등 재난 대응 전 과정을 체험했다.
주요 훈련 내용은 대규모 화재 발생에 따른 화재진압 및 인명구조, 옥상 고립자 고가사다리차 구조, 공기안전매트를 활용한 대피훈련, 다수 사상자 발생 시 응급의료소 운영 및 이송, 현장 지휘체계 확립 및 상황 전파 등으로 진행됐다.
특히, 돌발상황으로 건물 붕괴로 구조 활동 중인 소방대원 1명이 갇히는 상황이 설정되어, 신속대응구조대(RIT)가 즉시 투입돼 대원을 구조하는 훈련도 병행됐다.
아울러 드론을 활용한 상황 판단 훈련으로 입체적 현장 대응 능력을 강화했다.
박춘천 해남소방서장은 “이번 긴급구조종합훈련은 관내 유관기관과의 협조 체계를 점검하고, 재난 대응 능력을 향상시키는 중요한 자리였다”며, “앞으로도 반복된 실전형 훈련을 통해 군민의 생명과 재산을 지키는 데 최선을 다하겠다.”고 말했다.

Haenam Fire Station Conducts Large-Scale 2025 Comprehensive Emergency Response Drill – Ensuring the Safety of Citizens
Haenam Fire Station successfully conducted a large-scale comprehensive emergency response drill on October 15 at the Haenam County Fisheries Cooperative, preparing for potential disaster situations.
The drill was designed to test inter-agency cooperation and strengthen on-site response capabilities in the event of a major disaster. A total of 148 personnel from 10 organizations and agencies, including Haenam County Office, Haenam Police Station, Haenam Public Health Center, the military, and Haenam Fisheries Cooperative, participated.
The exercise simulated a large-scale fire scenario with multiple casualties, allowing participants to experience real-life disaster response procedures. Participants conducted search and rescue, fire suppression, first aid, triage and transport of multiple casualties, and operation of the on-site emergency response command unit.
Key training activities included firefighting and rescue operations for large-scale fires, rescue of stranded individuals on rooftops using aerial ladder trucks, evacuation drills using air safety mats, operation of emergency medical stations and patient transport during mass casualty incidents, and establishment of on-site command systems and situation reporting.
In a simulated unexpected situation, one firefighter became trapped due to a building collapse. A Rapid Intervention Team (RIT) was immediately deployed to rescue the firefighter, adding realism to the drill. Additionally, drone-assisted situational assessment was utilized to enhance three-dimensional on-site response capabilities.
Park Chun-cheon, Chief of Haenam Fire Station, stated, “This comprehensive emergency response drill was an important opportunity to verify cooperation with local agencies and improve disaster response capabilities. We will continue to conduct repeated, realistic drills to ensure the safety and property of our citizens.”
