해남군이 RE100 국가산단 지정과 관련해 특별법 제정을 위해 전방위적 노력을 이어가고 있다. 명현관 군수는 13일 정례회의에서 특별법 제정에 마지막까지 총력을 다할 것을 강력히 지시했다.
더불어민주당 김원이 국회의원은 10일 ‘재생에너지자립도시 조성 및 지원에 관한 특별법안’, 즉 ‘RE100 산단 특별법’을 대표 발의했다.
이번 특별법은 이재명 정부의 핵심 국정과제인 RE100 산업단지 조성 내용을 법제화해, 재생에너지자립형 신도시 구축을 위한 법적 기반을 마련하는 데 중점을 두고 있다.
법안 주요 내용에는, 대규모 재생에너지 생산지구 조성, 경제적 지원(국공유지 임대료 인하, 정책금융 지원), 입주기업 및 사업시행자 세제 감면 및 행정·재정 지원, 자율학교 및 의료시설 설립 지원 등 정주 여건 조성을 위한 특례 조항이 포함된다.
명현관 군수는 이날 회의에서 “RE100 특별법은 현재 해남 솔라시도 기업도시가 1호 시범단지가 될 가능성이 가장 높다.”며 “법안 내용을 면밀히 검토해 지역의 요구사항을 최대한 반영할 수 있도록 총력을 기울여야 한다.”고 강조했다.
또한 명 군수는 “RE100이라는 개념이 생소했던 시절부터 지난 5년간의 노력을 돌아보면, 단 1%의 가능성만 있어도 도전하겠다던 우리의 시도가 이제 경천동지할 변화로 나타나고 있다”며 감회를 전했다.
그는 이어 “무엇보다 중요한 것은 특별법이 조속히 제정되고 해남이 RE100 산단으로 지정되는 성과를 거두는 것”이라며, “RE100 국가산단 지정과 AI 에너지 신도시 조성은 해남에 다시 오지 않을 기회인 만큼 박지원 국회의원, 전라남도와 긴밀히 협력해 반드시 이뤄내겠다.”고 강력한 의지를 밝혔다.

Representative Kim Weon-i Introduces “RE100 Industrial Complex Special Act” on the 10th, Aiming for Passage in This Year’s Regular National Assembly Session -
[Haenam=Haenam News] Haenam County is making all-out efforts to designate an RE100 National Industrial Complex and enact special legislation to support it. Governor Myung Hyun-kwan strongly directed at the regular meeting on the 13th that all efforts should be focused on passing the special act.
On the 10th, Democratic Party lawmaker Kim Weon-i officially introduced the “Special Act on the Establishment and Support of Renewable Energy Self-Reliant Cities,” also known as the “RE100 Industrial Complex Special Act.”
This special legislation aims to codify the RE100 industrial complex, a core policy initiative of the Lee Jae-myung administration, and to establish a legal foundation for building renewable energy self-reliant smart cities.
Key provisions of the bill include the creation of large-scale renewable energy production zones, economic incentives such as reduced rents on state-owned lands and policy-based financial support, tax reductions and administrative/financial assistance for tenant companies and project implementers, and support for establishing autonomous schools and medical facilities to enhance living conditions.
Governor Myung emphasized at the meeting, “The Haenam Solarsido Enterprise City is currently the most likely candidate to become the first pilot RE100 industrial complex. We must carefully review the contents of the bill to fully reflect the needs of the local community and dedicate all our efforts to this task.”
He also reflected on the journey, stating, “Looking back over the past five years, when the concept of RE100 was still unfamiliar, our determination to pursue even a 1% chance of success has now brought about truly groundbreaking change.”
Governor Myung further stressed, “Above all, it is crucial that the special legislation be passed promptly and that Haenam be designated as an RE100 industrial complex. The designation of the RE100 National Industrial Complex and the creation of an AI energy smart city is a once-in-a-lifetime opportunity for Haenam, and we will achieve this by working closely with Representative Park Ji-won and Jeollanam-do.”
