해남군이 지역 내 빈집 정보를 투명하게 공개하고, 공인중개사와 연계해 빈집 매물 등록과 거래를 체계적으로 지원하는 ‘농촌빈집은행 활성화 지원사업’을 본격 추진한다.
이번 사업은 정보 공개에 동의한 빈집을 대상으로 진행된다.
군은 이번 사업을 위해 국비 750만원을 확보했으며, 빈집 정보 공개 및 거래 지원, 중개사 활동비 지급 등을 포함한 다양한 지원을 운영할 계획이다.
군은 빈집 소유자들의 정보 공개 동의서를 수시로 접수하고 있으며, 문자와 우편을 통한 안내를 병행하고 있다.
동의서는 온라인 전자서명, 우편, 방문 접수가 가능하며, 읍면사무소 또는 농촌공간개발팀(전라남도 해남군 해남읍 군청길 4, 6층)으로 제출하면 된다.
빈집 정보 공개에 동의한 주택은 등기부등본과 권리관계를 확인한 후 1:1 공인중개사 매칭을 통해 매물로 등록되며, 거래가 추진된다.
등기부등본이 없는 빈집에 대해서도 군 누리집 등을 통해 기본 정보를 게시, 빈집 정보의 사각지대가 발생하지 않도록 관리할 계획이다.
아울러 군은 오는 10월 13일부터 31일까지 ‘지역 협력 공인중개사’를 모집한다.
모집된 공인중개사는 빈집 등록, 매물화, 거래 관리 역할을 수행하게 되며, 빈집 1호당 최대 50만원, 총 250만원까지 활동비를 지급받는다.
모집 대상은 해남군 소재, 최근 1년 이내 거래 실적이 있는 공인중개사다.
군 관계자는 “빈집은 방치의 대상이 아니라 새로운 기회의 자원”이라며 “빈집 소유자와 주민들의 많은 관심과 참여를 바란다.”고 전했다.

Haenam-gun Launches Rural Vacant House Bank – “Vacant Houses Come Back to Life”
Transparent Information Disclosure and Realtor Collaboration Expected to Boost Vacant House Transactions
Haenam-gun is officially launching the “Rural Vacant House Bank Activation Support Project” to transparently disclose information on vacant houses and systematically support property registration and transactions in collaboration with certified real estate agents.
This project targets vacant houses whose owners have agreed to disclose information.
The county has secured ₩7.5 million in national funding and plans to operate various support measures, including information disclosure, transaction assistance, and activity fees for participating realtors.
Haenam-gun is continuously collecting consent forms from vacant house owners and providing guidance via text messages and postal mail.
Consent forms can be submitted via online e-signature, mail, or in-person at the township office or the Rural Space Development Team (6th floor, 4 Guncheong-gil, Haenam-eup, Haenam-gun, Jeollanam-do).
Vacant houses whose owners agree to disclose information will have their registries and property rights verified, after which they will be matched one-on-one with certified realtors for listing and transaction facilitation.
For vacant houses without a registry, basic information will still be posted on the county website to ensure no gaps in information disclosure.
Additionally, the county will recruit “Local Partner Realtors” from October 13 to 31.
Realtors selected will be responsible for listing vacant houses, facilitating transactions, and managing sales. They will receive up to ₩500,000 per property, with a total maximum of ₩2,500,000 in activity fees. Applicants must be certified realtors based in Haenam-gun with transaction experience within the past year.
A county official stated, “Vacant houses are not just abandoned properties—they are valuable opportunities. We encourage homeowners and residents to take an active interest and participate.”
