해남군이 전국 최초로 농업근로자 전용 기숙사를 건립했다.
황산면 옥동리 구 옥동초등학교 부지에 신축된 기숙사는 부지면적 2,374㎡, 연면적 1,771.6㎡ 규모의 3층 건물로 2인실 34실, 4인실 6실 등 총 40실에 최대 92명이 입실 가능하다.
숙박뿐 아니라 공동 생활공간, 위생·휴식 시설을 갖춰 쾌적하고 안전한 생활환경을 제공한다.
이번 사업은 농림축산식품부 시범사업으로 추진됐으며, 운영은 황산농협이 맡아 10월부터 본격 운영에 들어간다.
기숙사 준공으로 농번기 인력난 해소와 외국인 근로자들의 열악한 주거환경 개선, 인권문제 해소에도 기여할 것으로 기대된다.
22일 열린 준공식에는 명현관 군수를 비롯해 군 관계자, 지역 농협, 주민, 외국인 계절근로자 등 100여 명이 참석했다.
명현관 군수는 “농업근로자 기숙사는 인력난 해결과 근로자 생활 안정을 위한 중요한 첫걸음”이라며 “앞으로도 농업 현장의 어려움을 적극 해결하고 지역 농업 경쟁력 강화에 최선을 다하겠다.”고 밝혔다.

Haenam County Builds Korea’s First Dormitory for Agricultural Workers
“Easing Farm Labor Shortages · Ensuring Stable Living Conditions”
Haenam County has built the nation’s first dedicated dormitory for agricultural workers.
The new facility, constructed on the site of the former Okdong Elementary School in Hwangsan-myeon, covers 2,374㎡ of land with a total floor area of 1,771.6㎡. The three-story building offers 34 double rooms and six four-person rooms, totaling 40 rooms that can accommodate up to 92 people.
In addition to lodging, the dormitory is equipped with communal living spaces, sanitation, and rest facilities to provide a comfortable and safe living environment.
This project was implemented as part of a pilot program by the Ministry of Agriculture, Food and Rural Affairs and will be operated by Hwangsan Agricultural Cooperative starting in October. The dormitory is expected to help alleviate labor shortages during peak farming seasons, improve the poor housing conditions of foreign workers, and address related human rights concerns.
On the 22nd, a completion ceremony was held with Haenam County Mayor Myung Hyun-gwan, county officials, local cooperative representatives, residents, and foreign seasonal workers in attendance.
Mayor Myung stated, “The construction of the agricultural workers’ dormitory marks an important first step toward easing labor shortages and stabilizing workers’ living conditions. Going forward, we will continue to actively address the challenges faced in the agricultural sector and concentrate our efforts on strengthening the competitiveness of local farming.”
