“논밭 옆에 십수년째 쓰레기차 무덤… 해남군, 알고도 모른 척”

해남군 해남읍 구교리 469-1번지(지목: 답, 면적 2,982㎡).

이곳은 불법 농지전용으로 매립된 땅 위에 폐차급 차량 70여 대가 흉물처럼 널브러져 있다.

문짝이 뜯겨 나가고, 차체는 찌그러진 채 도로변을 따라 아무렇게나 방치돼 있다. 논둑 하나를 사이에 두고 인접한 농지까지 오염이 우려되는 상황이다.

더 큰 문제는 차량에서 흘러나오는 폐유와 각종 오염물질이다. 이는 언제든 농경지와 수질을 파괴할 수 있는 잠재적 ‘환경 폭탄’이다.

그럼에도 불구하고 해남군청 관계지는 한 달 가까이 아무런 실질적 조치를 취하지 않고 있다. 단순히 “행위자에게 시정을 요구했다”는 말만 반복할 뿐, 현장은 방치된 채 주민들의 눈살을 찌푸리게 하는 혐오시설로 변해가고 있다.

법적으로 농지를 불법 전용한 데다, 사실상 폐차장으로 변질된 현장은 농지 보전과 환경 관리 모두에 심각한 위협이다. 그럼에도 불구하고 해남군 환경지도과와 농정과는 문제를 알고도 손을 놓고 있다. 이는 직무유기나 다름없다.

농촌의 환경을 지켜야 할 행정이 책임을 회피하는 사이, 주민 안전은 위협받고 농지는 오염되고 있다. 군이 지금처럼 ‘모른 척, 못 본 척’으로 일관한다면, 쌓여가는 것은 차량이 아니라 행정 불신이다.

군은 더 이상 책임을 회피해서는 안 된다. 즉각적인 행정 대집행과 환경 정화에 나서야 하며, 불법 행위자에 대한 강력한 법적 조치도 뒤따라야 한다. 주민들은 더 이상 군청의 변명과 미온적 태도를 받아들일 수 없다.

“A Car Graveyard Beside Farmland for Over a Decade… Haenam County Turns a Blind Eye”
At 469-1 Gukyo-ri, Haenam-eup, Haenam County (land category: farmland, area: 2,982㎡).
On this illegally reclaimed farmland, more than 70 scrapped vehicles are scattered like eyesores. Car doors have been ripped off, bodies are crushed, and the wrecks lie abandoned along the roadside. Just across a narrow embankment, nearby farmland now faces the risk of contamination.
The bigger issue lies in the leakage of waste oil and various pollutants from these vehicles. They remain a potential “environmental time bomb” that could at any time destroy farmland and water quality.
Despite this, the county office has taken no substantial action for nearly a month. Officials merely repeat that they “requested rectification from the violator,” while the site remains neglected, turning into a repulsive facility that angers residents.
Not only has farmland been illegally converted, but the site has effectively turned into a junkyard, posing a grave threat to both farmland preservation and environmental management. Nevertheless, Haenam County’s Environmental Supervision Division and Agricultural Policy Division have stood idle despite knowing the problem. This amounts to nothing less than dereliction of duty.
While the administration, which should be protecting the rural environment, shirks its responsibility, residents’ safety is endangered and farmland continues to be polluted. If the county persists with its “turning a blind eye” approach, what will pile up is not only abandoned cars but also growing distrust in local governance.
The county must no longer evade responsibility. Immediate administrative enforcement and environmental cleanup are required, along with strong legal action against the violator. Residents can no longer accept the county office’s excuses and half-hearted attitude.
