해남군은 지금 중요한 기로에 서 있다.

인구 감소와 고령화, 농어업 기반 산업의 한계, 그리고 지역 균형 발전의 과제가 동시에 찾아오고 있기 때문이다.

이럴 때일수록 자치단체장의 리더십은 군민 모두의 삶과 직결된다.

지도자가 어떤 자세와 능력을 갖추느냐에 따라 해남의 미래가 달라진다.

무엇보다 기본은 군민 중심의 자세다.
정책의 출발점은 군민의 삶의 질 향상이어야 한다.
이를 위해 소통과 경청은 필수이며, 책상 위 행정이 아니라 현장에서 군민과 호흡하는 행정이 이루어져야 한다.

둘째, 지도자는 도덕성과 청렴성에서 흔들림이 없어야 한다.
작은 편법이나 특혜에도 물들지 않는 투명성과 정직함이 군민의 신뢰를 쌓는다.
공직자의 삶은 개인의 영달이 아니라 군민을 위한 봉사라는 원칙이 지켜져야 한다.

셋째, 해남을 이끌 지도자는 단순한 정치인이 아니라 전문가형 행정가여야 한다.
단지 행정 경험이 있다하여 결코 행정 전문가는 될 수 없다.
우리는 이렇게 잘못 판단하고 있다.

인구 감소와 고령화 극복을 위해서는 의료·교육·문화 인프라를 확충하고, 젊은 세대가 머물 수 있는 일자리를 창출해야 한다.
또한 고령층은 단순한 복지 대상이 아니라 지역 경제와 문화의 주체로 참여할 수 있도록 기회를 열어주어야 한다.

넷째, 해남의 뿌리인 농어업 발전 방향을 새롭게 설계해야 한다.
기후 위기 시대에 걸맞은 친환경·저탄소 농업, 디지털 기술을 접목한 스마트 농어업을 적극 지원해야 한다.

더 나아가 단순 생산을 넘어 가공·체험·관광이 결합된 6차 산업화로 부가가치를 높여야 한다.
해양과 관광 자원을 연계한 체류형 산업은 해남의 미래 성장 동력이 될 수 있다.

결국 해남이 원하는 지도자는
“군민과 함께 호흡하며, 도덕적으로 모범을 보이고, 전문성과 실행력을 갖추고, 청렴으로 신뢰받는 전문가 형 지도자”다.

이러한 지도자만이 해남의 지속 가능한 발전을 이끌고, 군민이 안심하고 미래를 맡길 수 있다.

A trusted leader is the key to Haenam’s future.
Haenam County now stands at a crucial crossroads.
The simultaneous challenges of population decline, aging, limitations in the agriculture and fisheries sectors, and regional development imbalances are pressing.
At times like these, the leadership of local government officials directly affects the lives of all residents. The future of Haenam depends on the attitude and capabilities of its leaders.
First and foremost, a leader must put residents at the center.
Policies should aim to improve the quality of life for the people. Effective communication and active listening are essential, and administration must go beyond desk work to engage with residents directly in the field.
Second, a leader must remain steadfast in morality and integrity.
Transparency and honesty, free from even minor shortcuts or favoritism, are the foundation of public trust. A public official’s life must prioritize service to the community over personal gain.
Third, the leader of Haenam must be more than a politician; they must be an expert administrator.
Administrative experience alone does not make one a professional administrator—this is a common misconception.
To overcome population decline and aging, it is essential to expand medical, educational, and cultural infrastructure and create jobs that encourage young people to stay. The elderly should not be seen merely as welfare recipients but as active participants in the local economy and culture.
Fourth, Haenam’s agricultural and fisheries sectors—the backbone of the region—must pursue a new direction.
In an era of climate change, environmentally friendly, low-carbon farming and smart agriculture incorporating digital technology must be actively supported. Beyond production, value must be added through integrated models combining processing, experiential programs, and tourism. Linking marine resources and tourism to create extended-stay industries can become a key driver of Haenam’s future growth.
Ultimately, the leader Haenam needs is a professional who engages with residents, sets a moral example, combines expertise with execution, and earns trust through integrity.
Only such a leader can guide Haenam toward sustainable development and allow residents to entrust their future with confidence.
