해남군은 납세자가 돌려받지 못한 지방세 과오납금을 되찾아드리기 위해 연말까지 ‘잠자는 지방세 환급금 찾아주기 운동’을 적극적으로 펼칩니다.
현재까지 환급되지 않은 과오납금은 총 3,497건, 약 9,738만 원에 이릅니다.
이 금액은 자동차세 연납 후 폐차나 소유권 이전, 이중납부, 국세 환급에 따른 지방소득세 감액 등 다양한 사유로 발생했습니다.
안내문 발송 및 다양한 환급 신청 방법 안내
환급 대상자의 주소 불명, 연락처 단절 등으로 인해 환급금이 지급되지 못하는 경우가 많아, 해남군은 주민전산망을 활용해 정확한 주소지를 파악, 지방세 환급 안내문을 개별 발송하고 있습니다.
환급 신청은 다음과 같은 방법으로 간편하게 할 수 있습니다.

전화 또는 방문 신청: 가까운 읍면사무소 또는 군청 재무과에 신청 접수되면 신속한 환급 처리가 이루어집니다.
5년 지나면 자동 소멸되오니 지금 꼭 신청하세요!
지방세 과오납금은 환급 결정일로부터 5년이 지나면 돌려받을 수 있는 권리가 사라지고, 해남군 세입으로 귀속됩니다.
작은 금액이라도 꼭 환급 신청하여 납세자의 권리를 지켜야 합니다.
또한, 올해부터는 소액 환급금을 기부할 수 있는 제도도 마련되어 있어, 환급금이 군민 복지를 위해 활용될 수 있도록 선택할 수도 있습니다.

Haenam County Helps Residents Reclaim “Unclaimed Local Tax Refunds”
Proactive campaign underway until the end of the year
Haenam County is actively promoting a campaign titled "Find Your Unclaimed Local Tax Refunds" through the end of this year, aiming to help taxpayers reclaim overpaid local taxes.
Currently, there are 3,497 unclaimed cases, totaling approximately 97.38 million KRW in local tax overpayments.
These overpayments often occur due to reasons such as vehicle disposal or ownership transfer after annual car tax payments, duplicate payments, or reductions in local income tax following national tax refunds.
Notification letters and easy refund application process
Many refunds remain unclaimed due to unclear addresses or outdated contact information. To address this, Haenam County is using its resident database system to verify current addresses and is sending out individual refund notification letters.
Residents can apply for a refund through the following convenient methods:

Phone or In-person: Apply at your local township (eup/myeon) office or the Tax Division at Haenam County Office
Once an application is submitted, refunds will be processed promptly.
Apply now before your right to claim expires!
Please note: if unclaimed, refund rights expire five years after the refund decision date, and the funds are absorbed into the county’s revenue.
Even small amounts should be claimed to protect your rights as a taxpayer.
Additionally, from this year, a donation option is available for small refunds, allowing residents to contribute toward public welfare programs within the county.
